Last weekend, school leaders and industry partners met in Las Vegas to gather as a group to discuss where our industry has been, where it is going, and what our future will look like. 

From held our Annual Meeting of the Membership, passed new By-Laws, and elected new members to the Board of Directors. 

We were also able to unveil a new AACS logo, reveal the formation  of the AACS Political Action Committee, and raise a significant amount of money to fund our successful Department of Education lawsuit.
 
The American Association of Cosmetology Schools welcomes 3 new members to our Board of Directors, and welcomes back two incumbent directors. AACS membership elected the new Directors at the Annual Convention, bringing years of school ownership and marketing experience to the Board. Join us in welcoming this new leadership to AACS!

This week, the U.S. Department of Education published two Notices in the Federal Register establishing a new timeline for implementation of the Borrower Defense to Repayment regulations and seeking public comment on the decisions to further delay the regulations.

The first Notice issued by Secretary DeVos establishes a new interim final rule, delaying, until July 1, 2018, select provisions contained in the final regulations published by the previous Administration on November 1, 2016 – including all aspects of the Borrower Defense to Repayment regulations – originally scheduled to go into effect on July 1, 2017.

The second Notice issued by Secretary DeVos builds upon each of the preceding notices and places emphasis in this guidance on the time required to complete the new round of federal negotiated rulemaking scheduled to begin the week of November 13, 2017 and conclude the week of February 12, 2018.

Florida State Senator Jeff Brandes (R) introduced SB 526 on October 13th.  The bill, which is similar to HB 15, would reduce the number of hours of training for barbers and restricted barbers from 1,200 to 600 for barbers and from 1,200 to 325 for restricted barbers.

On the regulatory front, Iowa’s Board of Cosmetology Arts and Sciences has released proposed amendments to its administrative rules.  Of note, the amendments would allow for online coursework for theory and core life sciences instruction.
