As we head closer to the Memorial Day holiday, there are 20 state legislatures in session this week, including three – Arkansas, Utah and West Virginia – that are convening for a special session. In Arkansas, the special session is expected to focus on Governor Hutchinson’s highway funding plan. Utah and West Virginia will similarly focus on budget issues. Education funding and a concurrent resolution opposing the unilateral designation of a national monument in Utah are expected to be debated in Salt Lake City; and controversial tax proposals to close West Virginia’s $270 million budget deficit will be debated in Charleston.
