Last Tuesday, California SB 999 was rejected by the Assembly Business and Professions Committee by a vote of 3 Ayes and 14 Noes. Prior to the vote, Dr. Kari William, the chair of California’s Board of Barbering and Cosmetology, and Susan Cabral-Ebert, president of the International Alliance of Theatrical Stage Employees Local 706 (which represents more than 2,000 hair stylists and make-up artists in the entertainment industry), served as the principal witnesses against the bill, which would deregulate blow-drying, styling, shampoo and conditioning services in the Golden State.
Fred Jones of the Professional Beauty Federation of California reported that more than a hundred people attended the hearing in opposition to the bill. While the bill is dead for the year, the deregulation of these practices is likely to be brought up during the scheduled Sunset Review of the Board of Barbering and Cosmetology next year.
Special thanks to all the AACS members who traveled to the Capitol in Sacramento to attend the hearing.
