Missouri will Consider Deregulating Hair Braiding and Shampooing in 2018

HB 1500, sponsored by Representative Shamed Dogan (R), would deregulate hair braiding and allow reciprocity (without examination) for a cosmetology, or instructor, licensee holding a valid license from another state, territory or the District of Columbia. Under the measure, hair braiders would be required to register with the Board of Cosmetology and Barber Examiners, pay a fee not to exceed $25, and complete a self-test on infection control and diseases of the scalp. 

HB 1400, sponsored by Representative Bruce DeGroot (R), would allow shampooing for compensation for individuals who do not hold a barbering or cosmetology license. It states that the "practices of cosmetology and barbering shall not include shampooing; except that, nothing in this section shall be construed as prohibiting a licensed cosmetologist or barber from performing the service of shampooing."
