​In 2015, BOMA International’s lobbying efforts resulted in a series of historic victories for the commercial real estate industry. The passage of the Protecting Americans from Tax Hikes (PATH) Act of 2015 in December included a permanent extension of the 15-year depreciation on qualified leasehold improvements, BOMA’s top tax priority; fixes to the Foreign Investment in Real Property Tax Act (FIRPTA); and a straight two-year extension of the energy efficiency deduction for commercial buildings.
 
Advocacy
Key Components of Performance Based Parking Management include:

1. Establishment of clear policy goals and targets for the management of public parking systems
2. Prioritization of short-term parking on our streets & SmartPark facilities
3. Implementation of demand-based pricing as a means of allocating parking spaces
4. Performance evaluations to inform changes to rates, policies and programs
 
Central City 2035 (CC2035) will update the plan and policies for downtown and central areas of Portland, Oregon. CC2035 will address challenges and opportunities in the Central City to ensure this unique economic, transportation, cultural and educational hub will be a vibrant resource for all Portlanders over the next 20 years.
 
Portland’s 2035 Comprehensive Plan guides how and where land is developed as well as where infrastructure projects are built to prepare for and respond to population and job growth. All cities and counties in Oregon are required to have a Comprehensive Plan. Portland’s new Comprehensive Plan addresses future development and describes how and when community members will be involved in land use decisions. It helps coordinate policies and actions across City bureaus as well as with regional and state agencies.
 
The Mixed Use Zones Project is revising Portland’s commercial zones outside of the Central City, where new housing, shops and services are focused into a network of centers and corridors. The project creates new commercial/mixed use zones that address community feedback about the size, scale and mass of new mixed use development in Portland’s commercial areas. The new zones also help address policies of Portland’s new Comprehensive Plan that call for providing more affordable housing, creating commercial spaces in centers, greening urban spaces, etc. through development requirements and incentives in these areas.
 
Clear, consistent, performance-based Transportation and Parking Demand Management (TDM) can effectively reduce traffic and parking demand while increasing walking, bicycling, and transit use. TDM includes incentives such as reduced cost transit passes and bike share and/or car share membership for employees and residents, and price signals like parking pricing.

This meeting is FREE for Building Members — even though the meeting is free to attend, you must register. Allied Members will need to pay $35 to attend.
