RESOURCE OF THE WEEK
The EPA just published a thoughtful guide for residential pool owners and maintenance professionals, Jump Into Pool Water Efficiency, covering ways for owners (current and perspective) to reduce water loss in pools and spas. PHTA worked with the EPA on this publication that encompasses issues related to evaporation, water quality, and leak detection. WaterSense developed the guide with a focus on residential pools, but many of the practices also apply to commercial pools and spas. Additionally, most of the recommendations can be implemented at state and local levels by adopting ANSI/APSP/ICC-13 American National Standard for Water Conservation Efficiency in Residential and Public Pools, Spas, Portable Spas and Swim Spas. We don't know how long the drought will last, but we do know continued and unprecedented conditions force state and local officials to look for creative ways to conserve water. We also know that pools, spas and hot tubs use substantially less water than comparable landscaped and planted areas, which is why PHTA continues to vigorously fight bans. We can't do it alone; it's crucial that we work together dispelling the myth that pools and spas are 'water wasters' and support reducing unnecessary water loss through reasonable and effective measures (see above publications).
EDUCATION AND EVENTS
AQUA Magazine recently sat down with Rudy Stankowitz, a longtime industry member, award-winning instructor, and pool chemistry expert, who shared his own excitement for AQUA Live. Stankowitz is also scheduled to speak at the event.

STANDARDS AND CODES

Join the American National Standards Institute for a free webinar to learn about American National Standards (ANS) process, including how to participate in the standards development process, what the Essential Requirements are, and what role ANSI plays in standardization. This informational webinar is taking place Thursday, September 29 at 2 p.m. ET.
ADVOCACY
PHTA continues to advocate for the Virginia Graeme Baker Pool and Spa Safety Reauthorization Act (VGBA) (H.R. 7877 and S. 4296). Justin Wiley, PHTA Vice President of Government Relations, Standards, and Codes, and David Beaudreau, from PHTA's lobbying firm DCLRS, have several meetings scheduled over the next week to ask Members of the House Committee on Energy and Commerce to cosponsor the legislation. We will continue advocating for this bill to move forward in Congress. Planning is underway for the upcoming fly-in the PHTA SWT/H2B coalition will be having in October. Several coalition members will be traveling to Capitol Hill on October 4-5 where they will be meeting with the offices of their Representatives and Senators to discuss the pressing issues around the Summer Work Travel and H-2B visa program. The agenda for the fly-in is still being finalized, with a prep meeting scheduled on September 22. We appreciate the coalition members taking time out of their busy schedules to advocate for these necessary changes. PHTA has met with the House and Senate sponsors of the Water Conservation Rebate Tax Parity Act of 2022 to discuss how and whether pool covers and other water conservation measures would qualify under this proposal. Both Congressional offices believe the language is written broadly enough so that water conservation measures, including the use of pool covers, could qualify. On September 14, the U.S. Citizenship and Immigration Services (USCIS) announced that the agency had received enough petitions to reach the congressionally mandated cap on H-2B visas for temporary nonagricultural workers for the first half of FY 2023.
