PHTA Engaged in Electrical Code Proposals

PHTA Codes staff has been working through a proposal submitted in the current 2023 National Electrical Code (NEC) and state code cycles to eliminate the single copper wire method for perimeter bonding. This is a long-standing situation that PHTA has opposed alongside allies including the National Electrical Manufacturers Association (NEMA). Recent activity includes:

  • 2023 NEC: The relevant NEC code panel unanimously rejected this proposal but it was then approved by the general membership. The code panel rejected the proposal again on remand and while there is still an opportunity to appeal the panel's decision, it is likely this proposal has been defeated for this code cycle.
  • Florida: The relevant state code committee unanimously rejected this proposal. PHTA, NEMA, and the Florida Swimming Pool Association (FSPA) all opposed the proposal.
  • North Carolina: The state Building Code Council rejected this proposal in 2020 due to the efforts of PHTA and PHTA’s North Carolina Chapter. A new proposal was submitted but later withdrawn by the proponent.

PHTA continues to monitor this electrical proposal as it may be reintroduced in the NEC for future code cycles and to individual jurisdictions.
