Barry Compagnoni Named Security Director at Port Canaveral

Capt. Barry Compagnoni (USCG-ret.) is the new director, public safety and security, at Port Canaveral. He comes to the port from the private sector, where he worked for the past four years operating an emergency management consulting business serving clients in the offshore oil and gas and maritime industries.

Capt. Compagnoni retired from the U.S. Coast Guard in 2013 after serving for more than 27 years in leadership capacities across the globe in port operations, law enforcement, intelligence, and finance. These included postings as the Coast Guard liaison and attaché at the United States Embassy Beijing and Commander/Captain of the Port, Coast Guard Sector Honolulu, where he also served as the Federal Maritime Security Coordinator.

He received the designation of Certified Emergency Manager from the International Association of Emergency Managers and is a Type II National Incident Commander. He led Coast Guard forces through several Gulf Coast hurricanes in 2004 and 2005, including Katrina and Ivan. He also served as the Maritime Incident Commander for the governors of Hawaii and American Samoa for the response to tsunamis and other natural disasters that impacted the marine transportation system and infrastructure.

Capt. Compagnoni earned a BS in Management from the United States Coast Guard Academy, an MBA from George Mason University, and a BA in Homeland Security and Defense from the Naval Postgraduate School.


Prince Rupert Port Authority Welcomes Frans Tjallingii to Board of Directors

Frans Tjallingii has joined the board of directors of the Prince Rupert Port Authority. Tjallingii is co-founder of Global Data Chain and past president of Saam Smit Towage. He was appointed to the board on the recommendation of the federal minister of transport in consultation with the Coast Tsimshian First Nations.

Tjallingii started his career in business development at a consulting engineering firm in the Netherlands, where he created a new advisory service related to environmental aspects of shipping. After working for the Netherlands government dealing with international maritime environmental treaties and conventions, he joined SMIT (now part of Royal Boskalis Westminster) in 2004. His prior roles with SMIT were in global business development and in heading up SMIT’s activities in Gabon, West Africa.

Tjallingii is the co-founder and chairman of the New Leaf Project, a not-for-profit that is pioneering new approaches to homelessness. Tjallingii also chairs the First Nations Housing Foundation, which strives to develop innovative housing solutions through a global incentive prize.

His degrees include a master’s in marine biology from the University of Groningen and an MBA from the Rotterdam School of Management.

"Considering his executive leadership and entrepreneurial experience in the marine transportation industry, he will be an essential member of our governance team as the port continues to realize its vision for strategic growth and diversification."

The seven-member port authority board includes one representative each of the federal, provincial and municipal governments and four representatives of local port users. Members are appointed to terms of three years and are eligible for reappointment to a maximum of two consecutive terms.

The other board members are Jennifer Clark, Kenneth Clayton, Elmer Derrick, Bruce Hallsor,and John Farrell.
