In preparation for the potential third dry year in a row, Governor Brown created an interagency drought task force on December 17, 2013. Governor Brown gave a directive to the heads of the California Department of Food and Agriculture, Department of Water Resources (DWR), State Water Resources Control Board and Office of Emergency Services to meet weekly to review expected allocations, assess the state’s preparedness and determine whether conditions warrant the declaration of a statewide drought.

January 2014

The California Legislature reconvened on Monday, January 6, 2014. This will be the second year of the two-year Legislative Session. There are several important issues returning from last year as well as new issues yet to be introduced in 2014.

January will be very busy as the Assembly and Senate each work to meet a January 31 deadline to move measures that did not pass out of their respective houses last year to the opposite house. CLFP will be engaging on several of these measures as they rapidly move through policy and fiscal committees.

Regulatory Insights
On December 19, Pacific Gas and Electric Company (PG&E) filed its 2015 Gas Transmission and Storage Rate Case with the California Public Utilities Commission (CPUC). PG&E is seeking to collect a total of $1.286 billion for 2015, $1.346 billion for 2016, and $1.515 billion for 2017 from all of its gas customers.
