This information was submitted to the state Tax Commissioner and, in an amicable response, the Tax Office agreed there were indeed inconsistencies to fix. Then, the legislature's Joint Committee on Rules Review passed necessary corrections to the Managed Timberland, near the end of 2015, only to have the Tax Office withdraw the rule within a few days without explanation.

Finally, and where we now stand, in the last two minutes of the 2016 regular session, a correction of the rule was promulgated by the legislature and the Governor has 15 days to sign it into law, veto it or let it pass into law without his signature.
