VTCA’s Leadership Committees are soliciting interested individuals for the Alliance’s Emerging Leader Peer Group (ELPG) for the 2025-2027 class. In addition to participants serving on their respective membership leadership committees, VTCA has expanded the program through a partnership with Innerwill Leadership Institute to deliver eight unique professional and personal development sessions.

VTCA’s Engineering Consultant Leadership Committee will once again welcome three new members as the committee term-year refreshes on July 1st.  New to the committee (first timers) will be Lorna Parkins from Michael Baker and Robert Ridgell from Wallace Montgomery.  Mike Saunders from NXL will be returning to the committee after a 4-year hiatus.

As part of the agency’s efforts to continue to deliver improved customer service, DEQ is excited to announce the completion of its Permit Key – a decision guide to help potential applicants determine what permits and/or approvals are required from DEQ for their respective projects.
In the aftermath of SB 182 (2020), which removed the statewide prohibition on government-mandated Project Labor Agreements (PLAs), a growing number of Virginia jurisdictions have imposed, or have considered imposing, these requirements on public construction. Therefore, it’s critical for highway contractors, engineers, and aggregate producers to understand the implications and risks of PLAs.
