The U.S. Department of Labor (DOL) August 8 finalized significant regulations under the Davis Bacon Act (DBA), the prevailing wage law for direct federal and federal-aid projects. 
  
As the summer comes to a close, VTCA is saying farewell to our first summer intern. Jessica Roby started with us back in May of this year and is now heading back to Christopher Newport University to finish her last year of school.

On August 1, a new agreement for construction engineering and inspection (CEI) vehicle payments became effective largely due to the persistence and commitment of the ECLC’s CEI Working Group.  The new agreement, which supersedes a policy implemented in late 2017, provides an additional $160 to $250 a month in reimbursement for vehicle use over the rates established six years ago.

The American Road and Transportation Builders Association has released its Annual Bridge Report reflecting a slight improvement for Virginia when measuring total area of bridge structures. When compared to other states for the worst ratings, Virginia has consistently ranked 42 or 43 since ARTBA started compiling the data in 2019.
Two federal agencies released guidance on August 14 and 15 for the implementation of the Buy America requirements adopted by Congress as part of the 2021 Infrastructure Investment and Jobs Act (IIJA). 
Several state departments of transportation have recognized the benefits of modified asphalt mixtures in resisting multiple modes of climate- and load-induced distresses in flexible pavements.
Effective August 15, the Mineral Mining office phone numbers will no longer be active. New office staff phone numbers will be announced in the near future and posted for our members.
The Mine Safety & Health Administration has announced that Brian Dotson has been named as the new MSHA Norton District Manager.  
On July 25, the Environmental Protection Agency published in the Federal Register, the Asbestos; Reporting and Recordkeeping Requirements Under the Toxic Substances Control Act (TSCA). This rule is effective on August 24, 2024.
