General Assembly Update
February 7 was “Crossover”, the midpoint of session in the General Assembly, where bills passed by the House are considered by the Senate, and bills passed by the Senate are considered by the House.
 
604 bills out of 1207 bills submitted in the House, advanced to the Senate. 538 bills out of 810 bills submitted in the Senate, advanced to the House.

The Lanford Family Highway Worker Memorial Scholarship Program
The American Road & Transportation Builders Association Transportation Development Foundation (ARTBA-TDF) Lanford Family Highway Worker Memorial Scholarship Program provides financial assistance to help the sons, daughters or legally adopted children of highway workers killed or permanently disabled in the line of duty pursue post-high school education.

VDOT’s Cost Estimation Office is pleased to announce VDOT’s first Cost Estimation Summit, April 25 and 26, 2023.
VPRA Holding Industry Day for Long Bridge North Project
The Virginia Passenger Rail Authority is holding an “Industry Day” for the North Package of the Long Bridge Project on February 24, 2023. 
2023 MSHA Fatalities
So far this year, the mining industry has experienced seven fatalities. This has led the Mine Safety Health Administration (MSHA) to release a safety alert.
As The Berm Turns
Many aggregate operators, specifically quarries, recently received notifications regarding the protection of blast prep areas in elevated roadways, requiring berms near the edge of the highwall. To VTCA’s knowledge, only one operator has received a citation for this that was later withdrawn, but many operations have received Fair Notice warnings.
MSHA Stakeholder Meeting
VTCA, North Carolina Aggregates Association, South Carolina Aggregates Association and the Georgia Construction Aggregates Association are conducting an MSHA Stakeholder meeting on March 29 in Raleigh, NC.
