Governor Glenn Youngkin presented his proposed adjustments to the state budget in mid-December.  The set of Virginia tax changes Governor Youngkin proposed in his 2023 budget amendments are far more extensive and involves substantially more tax relief than the descriptions he offered in his December 15 presentation.
It's that time of year again for our weekly legislative updates from the Virginia General Assembly! The Legislative Session will convene on Wednesday, January 11, at noon. This “short” session should end after 45 days – near the end of February.

Research shows that as many as 90% of all people who die by suicide have a mental health condition. While depression is the most common cause of suicide, other conditions such as substance use have an impact as well.

At the direction of the Aggregate Producer Leadership Committee and the approval of the VTCA Board of Directors, VTCA has signed with the Virginia Tech Center for Economic and Community Engagement to develop an economic impact study of the aggregate production industry in Virginia.

Registration is now open for the 2023 TCMI program, marking over three decades of training Virginia’s transportation industry’s emerging leaders.
The 55th Mid-Atlantic Quality Assurance Workshop is scheduled for February 7-9, 2023, and is being held in Charleston, WV.  
 
The Mid-Atlantic Quality Assurance Workshop (QAW) is a three-day annual event that has been held each year since 1967 and is dedicated to highway materials and quality control/assurance of highway materials.
Poor subgrade often requires in-place stabilization or removal by excavation and replacement with suitable material. Chemical stabilization with cement or lime is a common remediation practice. This study investigated the use of No. 10 screenings, a quarry byproduct finer than the 4.75-mm (No. 4) sieve, as a means to improve poor subgrade conditions.
Last year, VTCA joined the Virginia Business Roundtable on Environmental Justice (VBREJ) to stay apprised of environmental justice efforts in Virginia and nationally. VBREJ comprises 14 Virginia businesses and industry associations facilitated by VTCA member Troutman Pepper. VBREJ provides periodic updates, insight and advising on environmental justice efforts and initiatives.  
Late in 2022, DEQ (Department of Environmental Quality) issued a withdrawal for the Notice of Intended Regulatory Action (NOIRA) to develop a regulation implementing the site suitability provisioned from the State Air Pollution Control Law.
VDOT’s Materials Division maintains and regularly updates a list of approved materials for use on agency construction and maintenance projects
