Governor Glenn Youngkin presented his proposed adjustments to the state budget in mid-December.  The set of Virginia tax changes Governor Youngkin proposed in his 2023 budget amendments are far more extensive and involves substantially more tax relief than the descriptions he offered in his December 15 presentation.
  
VDOT leadership met with VTCA’s Leadership Committees and several Board members in early December to discuss key issues impacting industry, VDOT and planning for the future.

Carter Academy has current graduates of the Heavy Equipment Operator program available in the Richmond area for interviews the week of January 16. 
 
VTCA’s Emerging Leaders spent the day in downtown Richmond to learn how VTCA advocates for its members at the General Assembly.  VTCA staff teamed up with the Alliance’s lobbyists from Hunton Andrews Kurth to peel back the layers and complexity of a successful legislative advocacy program.

Statewide associations that have asphalt producers and paving contractors as members met with VDOT in early December.  This is part of an on-going industry-VDOT discussion to help resolve issues of concern and find solutions to various issues. Paul Tarsovich represented Old Dominion Highway Contractors Association; Trenton Clark represented Virginia Asphalt Association and Gordon Dixon represented VTCA. 
Contractors are critical to any public-private partnership (P3) involving development or improvement of transportation assets. As the P3 market continues to evolve, so does the perspective of the contracting community.
Beginning January 2, 2023, the Code 60 process for handling alternate marking schedules for utilities is changing. 
Registration is now open for the 2023 TCMI program, marking over three decades of training Virginia’s transportation industry’s emerging leaders.
DEQ announced the highly anticipated Permitting Enhancement and Evaluation Platform (PEEP) to streamline and provide transparency to the public on the permitting process. PEEP enables permit applicants, as well as the public, to track pending Virginia Water Protection Permits for surface water impacts.
Recently, in Buckingham County, Virginia, there has been exploration for gold. A Canadian company has been investigating the viability of establishing a gold mining operation in the County. The exploratory drilling to assess the feasibility set off a fire storm in mining permitting in the County and across the State.
