Responding to your editorial on October 23 – Senate Race – Kludgeycare – you applaud some of Gillespie’s health care ideas as making "good sense within the context of the current system" including the suggestion of "encouraging competition by permitting the sale of health insurance across state lines." This idea is nothing new and has been espoused by both political parties at times.

Last month we reported on the initial launch of "live" rating in Virginia for the new CAP program. Launched in August, the first month was enormously successful and Virginia’s agency participation enrollment leapt over many other states that have been participating for many, many more months.
