The Coronavirus Aid, Relief and Economic Security (CARES) Act was signed into law on March 27, 2020, and is retroactive to January 1,2020. The CARES Act expands the list of eligible expenses for FSAs, HSAs and HRAs to include over-the-counter (OTC) drugs and medicines as well as menstrual care products. IIAS Standards (SIGIS) released the initial list of over 20,000 eligible OTC items and menstrual care products to be used by merchants in their Point of Sale (POS) systems to recognize these items as healthcare-qualified.
