Groundbreaking of the New Combined Library & Recreation Facility in Norfolk

MEB (Tidewater District) joined the City of Norfolk, VA, Clark Nexsen, A JMT Company, and MSA, P.C. to celebrate the groundbreaking of the new Combined Library and Recreation Facility. The 100,000 SF design-build project will bring wellness, learning, and connection together under one roof.

Located on the site of the former Norfolk Fitness and Wellness Center, the facility will feature a library, recreation center, and natatorium with amenities including a competition pool, gymnasium, indoor track, and outdoor recreation spaces.

Southern Air was recently featured by WSLS 10 News for becoming Virginia’s first and only contractor to achieve Level III in the Virginia BEST Safety Program.

The feature highlighted Southern Air’s (Central District) eight-year journey to reach this milestone and the company’s deep commitment to creating a true culture of safety. Director of Safety Tommy Gay shared that the process was both challenging and rewarding, noting, “It was mind-blowing all of the things that would need to happen. It was overwhelming.”

The Virginia BEST Program, developed in partnership with AGCVA and the Virginia Department of Labor and Industry, recognizes contractors who go above and beyond compliance—embedding safety into every level of their organization. Reaching Level III marks the highest possible distinction and reflects years of dedication, teamwork, and leadership.

Southern Air’s accomplishment is not only a win for the company but also a proud moment for the entire AGCVA community. Their story serves as a shining example of how commitment to safety can earn both recognition and real-world impact.
