VAMA has recently learned that a piece of legislation enacted during the 2024 General Assembly session, which was intended to apply only to online purchases such as concert and event tickets, hotel reservations, car rentals, and food delivery orders (e.g., DoorDash), has now been mistakenly and/or erroneously applied to rental housing–related transactions as well.

VAMA Scholarships are available to VAMA Owner/Manager Members pursuing NAAEI credential programs through the Virginia Apartment Management Association (CALP, CAM, CAMT, CAPS). Scholarships are awarded based on financial need and demonstrated commitment to earning a professional credential and are limited to the funds available in the scholarship fund.
Newbrook Capital Properties has acquired Green Tree in Chesapeake and Emerald Lake in Elizabeth City—a combined 340-unit, garden-style apartment portfolio that was 98% occupied at the time of sale. Green Tree, built in 1990, features units ranging from 575–950 square feet that rent for $1175 - $1550 per month. Newbrook plans to renovate a majority of interiors and has selected StoneCreek to manage both communities.

Red Knot at Edinburgh, a 336-unit community built in 2015, was recently sold to McCann Realty Partners for an undisclosed amount. The new owner plans to upgrade select units with stainless-steel appliances, updated flooring, and lighting, while also renovating shared spaces to include a refreshed clubhouse, micro market, dog run, and EV charging stations.

Fairstead has acquired Landmark Apartments, a 120-unit affordable housing community in Chesapeake, with plans for comprehensive renovations totaling $34.8 million. The garden-style property features 15 two-story buildings with 72 two-bedroom and 48 three-bedroom units. Renovations will be funded through LIHTC and Project-Based Voucher programs in partnership with U.S. Bank, Berkadia, Freddie Mac, Virginia Housing, and the Chesapeake Redevelopment and Housing Authority.

New Kent County’s Housing Advisory Committee is recommending revitalizing existing manufactured home communities and building a new modular home community to expand affordable housing options. The committee also proposed creating a $500,000 housing trust fund, hiring a full-time housing resource coordinator, and posting local housing resources online to help workers and first-time buyers access safe, affordable homes. Committee members emphasized that modern manufactured homes offer quality, energy-efficient housing for well below the county’s median home price of $435,000.

Livano Norfolk was sold to Kushner and has been rebranded as District 757. The property, which opened in 2024, features studios through three-bedroom apartments with private balconies or patios, and amenities including a pool, fitness center, clubhouse, pet park, and sky lounge. The community was 96% leased at the time of sale, and will be managed by Westminster.

A three-story, 33-unit apartment building is proposed for E. Brookland Park Blvd, with 23 market-rate one-bedroom units and 10 short-term rentals available for stays up to a month. The development will include a 24-spot surface parking lot and is set on a 0.4-acre site that was previously vacant or single-family residential. If approved, it would be the highest-density market-rate apartment project along Brookland Park Boulevard in recent years.

A 366-unit apartment community is under construction in Scott’s Addition, as part of a $144 million, 7-story mixed-use development by Hoffman & Associates and DeBartolo Development. The project will span a full city block, featuring amenities such as courtyards, a pool deck, lounge areas, terraces, 18,000 square feet of commercial space, and a two-story parking deck. Demolition has begun, with construction expected to take about two and a half years following a formal groundbreaking in early 2026. Source: Richmond BizSense
Tack Capital recently purchased the mixed-use property at 1420 Hull St., formerly Venus at Manchester, for $6.9 million and rebranded it as The Gardens at Manchester. The building features 68 income-restricted two- and three-bedroom apartments, ground-floor commercial space, and is about 90% leased. Tack plans upgrades including a modernized elevator, roof repairs, LED lighting, a reopened fitness center, and enhanced community programming.

Reflections at Virginia Beach, a 480-unit garden-style community built in 1986, has been acquired by Harbor Group International after recently completing a $7 million renovation. Spanning 30 acres with 19 residential buildings, the property offers one- and two-bedroom apartments and convenient access to nature trails and the Virginia Beach oceanfront.
