VAMA’s 2025 Legislative Wins: Advancing Pro-Housing Policies and Defeating Harmful Proposals

The Virginia General Assembly adjourned sine die on February 22, concluding its 2025 Session. Throughout the session, the VAMA advocacy team remained actively engaged—communicating our positions to legislators, testifying before key committees, and working diligently to secure favorable outcomes on legislation affecting our industry.

The session was a major success for VAMA. Several proactive priorities were passed into law, including:

  • A bill to streamline disclosure of fees in lease agreements,
  • Clarification of licensing requirements for rental office staff, and
  • Funding for housing vouchers to help prevent evictions for families with children.

We also successfully defeated harmful proposals, including:

  • Legislation that would have allowed local governments to impose rent control,
  • And bills seeking to restrict the use of lease pricing algorithms.

In addition, VAMA secured amendments to otherwise problematic bills. These included the removal of an overly broad provision in legislation related to survivors of domestic violence, and preserving the ability for property owners to pass through payment processing fees when necessary.

The General Assembly reconvened on April 2 to review gubernatorial actions. A two-thirds vote was required to override any vetoes, while a simple majority could approve amendments. The Governor had until May 2 to sign or veto bills that were returned without his changes. All newly enacted laws will take effect on July 1.
