The VAA Fall Asphalt Conference and Expo is almost here. Have you registered to attend? This year’s conference will be bigger than ever with Monday Keynote Speaker Harold Mullen of the Texas Asphalt Pavement Association, Secretary Aubrey L. Layne, Jr and VDOT Commissioner Charlie Kilpatrick speaking, just to name a few. The addition of technical breakout sessions on Tuesday morning will now allow time for great content like the Prince William County Local Assistance Program (Ricardo Canizales – PWDOT Director), the evolution of Balanced Mix Designs by Dr. Shane Buchanan (Oldcastle Materials), the status of mix performance testing by Dr. Randy West (NCAT) or the procedure to design structural porous pavements by Dr. Chuck Schwartz (University of Maryland) – and many more. With the diversity of topics, everyone should find a session that will peak their interest and further their knowledge.

NAPA’s Paving for Performance: Design to Perform Conference is taking place October 11-13, 2017 in Atlanta, Georgia. Early bird registration has been extended through Friday September 22. FHWA is offering travel assistance for State DOTs through a joint cooperative agreement.

August 31, 1942 – August 18, 2017 Samuel Reed Carter III, 74, of Salem, Va., passed away Friday, August 18, 2017, surrounded by family and friends. He is preceded in death by his parents, Samuel Reed Carter II, and Emma Hurt Carter; his daughter, Susan Ashley Carter; and father-in-law and mother-in-law, Lonnie and Doris Sawyer. Born August 31, 1942, in Roanoke, Sam spent most of his life in Salem. Sam graduated with a degree in Industrial Engineering from Virginia Tech (Class of '64), and although he worked other jobs, his professional pride was the 45 years he spent growing L.H. Sawyer Paving Company with his beloved father-in-law, Lonnie.

To locate these courses, go to www.germanna.edu, then navigate to Workforce Services → Courses and Registration → Transportation & Motorcycle → Asphalt Online. Registration for the 2017 classes will remain open until December 15, 2017, at which point classes will be closed until 2018. If you need to complete any of these courses for 2017 certification, please make sure that you are done well in advance of this date to ensure that your test scores are received and sent to VDOT for official record.

CITIZEN BOARDS The State Air Control Board will meet on September 21.
a. Title V Permit Fee Increases A final decision on the proposal to increase Title V air permit fees will be made by the Board at this meeting. These fees are a result of legislation passed in the 2012 General Assembly, with follow up legislation in the 2016 General Assembly. Because the program is required by federal and state law to be self-funded, the fee increases are necessary to fund the permitting program given decreasing emissions.
DEQ did not make any substantive changes to the original proposal in response to comments submitted during the public comment period.

In August, VDOT hosted the Southeastern Association of State Highway Transportation Officials (SASHTO) in Norfolk. This meeting brings together top highway transportation officials from Texas to Virginia along with members of the construction and consultant communities. With over 1,000 people in attendance, sessions were held on a variety of topics such as connected and automated vehicles, disruptive technologies and innovative delivery of transportation projects. VDOT senior leadership made several presentations at the conference. Visit the SASHTO website to view the presentations. The 2018 SASHTO Conference will be held in Texas.

 
The biggest customer for the asphalt industry in Virginia is the Virginia Department of Transportation. To be responsive to the industry’s biggest customer, it is important to know their thoughts on a variety of paving and non-paving items. To do this, the VAA Board of Directors hosted a Discussion with the Department on August 17. Attended by Chief Engineer Garrett Moore, District Engineers or their appointed representatives, the State Materials Engineer and the State Construction Engineer, the VAA Board of Directors and interested industry personnel, a two-hour open discussion was held between all of the attendees. Topics of discussion included: the status and quality of paving experienced in each district to date; the challenges faced by each district; areas where VDOT and industry can partner; the increase used of RAP in mixes; and comparison of industry and VDOT lab results. Following this meeting, partnering efforts in several areas have been initiated and will be reported on at future VAA meetings.
