Following Commissioner Kilpatrick, Chief Deputy Commissioner Elliott addressed the group.  Elliott noted the various changes in the Department and the addition of new staff.  A large percentage of the new positions will be dedicated to inspection and maintenance services.  Additionally, three previously closed residencies will be reopened.  Finally, Elliott discussed the changes in VDOT regarding workforce development.  Following the lead by the asphalt industry, VDOT has entered into agreements with the community college system to train VDOT and non-VDOT employees.  To aid in this effort, VDOT will be hiring a Director of Workforce Development.  The final presentation of the morning was by VAA Director of Engineering Trenton Clark and Chemung Contracting President Ed Dalrymple. Trenton and Ed reviewed the VECAT program, the progress made to date, and the future plans for the Materials Certification Schools, Apprenticeship Program, and Associates Degree for Asphalt Technology.  Once the morning session concluded, the delegates and guests participated in golf, shooting, and other recreational activities.

The last day of the meeting was highlighted with the annual members meeting.  Led by VAA President Dennis O’Connor, VAA members were briefed on the on-going technical efforts by staff and membership; the formation of VAA Educational Services, LLC to host the VECAT program with Germanna Community College; and the retirement plans for Executive Vice President Richard Schreck (Refer to RJS Retirement Article).  Finally, the members ratified changes to the VAA By-Laws and elected the 2016-2017 Board of Directors.

The 2017 VAA Annual Meeting will be a celebration of the career of Richard Schreck.  The meeting will be held at The Greenbrier Resort April 28 – April 30.  Mark your calendars and plan to attend.
