Back in 2020, the Census Bureau performed their triannual call for public comment and revisions in the NAIC’s codes. Within the Census Bureau, there is a separate committee that reviews these requests called the Economic Classification Policy Committee (ECPC). The past NAICS designation for Composting Manufacturing was 325311-Nitrogenous Fertilizer Manufacturing. This old code did not account for all the feedstocks used in the compost manufacturing process and is related exclusively to the manufacturing of nitrogenous fertilizer materials and mixing ingredients into fertilizers. The old code did mention manufacturing from sewage or animal waste but fell short when the Corresponding Index Entries (CIE) excludes compost with reference to “Fertilizers, Natural Organic (Except Compost), Manufacturing.” The CIE makes it clear that this old code is for the manufacturing of nitrogenous fertilizers such as ammonia, nitric acid and urea. Another old NAICS code 325314-Fertilizer (Mixing Only) Manufacturing that has been used in the past is also confusing because mixing should not be coupled with the actual manufacturing of raw materials that are combined into fertilizer mixes. So, that designation code was not appropriate for Compost Manufacturing either because compost should not be categorized as a fertilizer and, in most cases, compost products are not registered as fertilizers. Also, because Compost Manufacturing does not have a standalone code, it has been difficult to gather specific industry economic data and statistics. These statistics are vital to a growing manufacturing industry in order to build infrastructure.

USCC is holding a one-hour open virtual focus group meeting for compost manufacturers to 1) provide feedback on a new technology for identifying compostable products, and 2) To provide feedback and ideas for questions on a national consumer survey about a nationwide compost outreach and advertising campaign.

Gene Gilton: I work for my family business. We have been a Waste hauler in California for 75 years. We have composted off and on for years. But with new organic diversions goals in California, we needed to up our game. I love learning new things and challenging myself and composting is of great importance and interest to me. I want to leave the world a better place than I got it. I enjoy spending time with my wife and four kids. I love coaching my kids in football and baseball in my free time.

Sydney Bennett has served as the City of Boise’s compost program lead for over four years. As the first of its kind in the state, the curbside compost program in Boise accounts for over 30% of Boise’s household waste!
 
Sydney cut her composting teeth on a permaculture farm in New Hampshire and has a deep respect for the natural cycle of decomposition. When she’s not working on the next big thing to help Boise divert material from the landfill, she can be found paddleboarding, hiking or knitting. 
 
Why I pursued Professional Credential through USCC: “The USCC has taken great care to stay ahead of trends and emerging issues in the field of composting, and I’ve always come away from trainings and webinars with new information to apply to my work. Becoming a Certified Composting Professional was the culmination of my years of professional development.” 
  
Julie Mach is the owner and operator of Elements Mountain Compost in Salida, Colorado. Elements provides compost hauling, processing and sales to a small rural community in central Colorado. Julie started the business in 2014 with a passion for waste reduction and circular economies. She has worked for non-profits in the recreation and conservation field for over a decade while composting on the side but is excited to lean in to growth and new learning opportunities. Elements was recently accepted into two business accelerator programs and is anticipating a rapid expansion in 2022/23. When not composting, Julie is usually out playing in the mountains on skis or a mountain bike!

Geoffrey Starin is Co-Founder and Chief Programs Officer for Strata Sustainability. In his working life, he has never had a job outside of the solid waste and environmental sector.
 
After working at Seattle’s largest recycling center and solid waste transfer station through high-school and college, Geoffrey joined an upstart solid waste consulting firm in 1999 tasked with marketing and logistics management for Allied Waste North America’s Washington State facilities. With his partners, he helped to innovate, then permit, design and operate a first-of-its kind transload and disposal system for contaminated dredge spoils from marine Superfund cleanups. From 2001 through 2007, they were largely responsible for the secure transfer and disposal of over 2 million tons of contaminated sediment from Pacific Northwest waterways.

ADVOCACY AND PUBLIC POLICY BRIEFS
The USCC’s Legislative and Environmental Affairs Committee (LEAC) and the USCC’s advocacy program have been tracking an unprecedented number of bills and initiatives from statehouses across the country (as well as federal initiatives - see last month’s article here).
 
Maine
PFAs in Maine-LD1911 - Opposed - A bill introduced this session would dramatically lower PFAS levels allowed and remove prior testing protocols in place for screening levels for PFOA, PFOS and PFBS. This would remove virtually all composts from having the ability to prove through testing that the previous standard (75 years later application on soil will not show levels above safe screening levels. See USCC’s letter here.)

STATE CHAPTER NEWS
Demonstrating the current interest in USCC chapters, more than 30 people representing 70% of USCC’s chapters attended a training on fundamentals for successful chapters.
 
The training was taught by Jairo Gonzalez, president of USCC's New Jersey Chapter and a business development consultant. With the NJCC founding team, NJCC formed a 501(c)6 lobbying organization and has also formed a 501(c)3 Foundation to tap into grants.
 
The attendees learned about boards and board development, bylaws, IRS requirements and other best practices for chapters to be strong and sustainable. Gonzalez also discussed fundraising, budgets and fiscal sustainability.
 
Chapter leaders were able to bank a future credit for taking the virtual class by taking a test and completing a certificate to go towards Chapter Leadership Certification, which USCC will be rolling out in 2023. Seven individuals applied for the certification PDH!

Memberships with the US Composting Council are almost entirely tax deductible as a business expense. You may count your membership dues as a deductible expense. The USCC has been increasing its work with advocacy and lobbying. As a result, three percent of your membership dues are not allowed to be claimed as a deduction.

Table to Farm Compost has a public-private partnership with the City of Durango. We have biweekly meetings with city officials and are getting a lot out of this partnership! Most recently, our compost service has been featured in all city utility bills for city residents, AND we have some great signage on the side of the city's recycling trucks zooming around town.  
  
The Compost Manufacturing Alliance (CMA) is a federally registered third-party certifier bridging the gap between real-world operational realities and ASTM D6400/D6868 “lab only” certified compostable products. CMA’s unique expertise developed through testing over 2,000 items in over 60 field tests since 2016. CMA works collaboratively with over 25 industrial composting facilities and transfer stations across North America. Compost manufacturing affiliates trust this industry-based certification as CMA is a systems-based solution connecting all necessary stakeholders to ensure thoughtful compostables implementation, collection and processing across the supply chain and solid waste system. By acting as the connector between composters and product manufacturers, compost manufacturers are given a tangible voice and role in the compostables space.
  
Rotochopper owners and operators gathered at Rotochopper’s manufacturing facility in St. Martin, MN for training the third week of February. The customer service department hosts Rotochopper University annually for companies that have purchased Rotochopper equipment during the past year. After taking a break from the event in 2021, the team was thrilled to have attendees back in session this year.
 
The two-day class includes a manufacturing facility tour, equipment operation best practice training, a hands-on demonstration and plenty of networking opportunities allowing machine owners to learn from each other as well. This year the education focused on ‘how to properly feed your grinder’, ‘how to perform preventative maintenance’ and ‘how to troubleshoot’. The hands-on demonstrations showed attendees how to install the main rotor bearings and how to adjust the sheave and tension the drive belt on a Rotochopper grinder. “Great instructors with a lot of helpful knowledge for Rotochopper operators” shared one event attendee. Another attendee commented, “this event is definitely a benefit for anyone around or operating a Rotochopper”.
  
Veransa Group, Inc, a leader in transforming green waste into valuable commodities on an industrial scale through vertical integration of waste collection centers and manufacturing facilities, has hired Kevin Dunlap as President and Chief Operating Officer (COO). Kevin will be integral in Veransa’s rapid growth by driving best practices across the company’s operations, managing integrations of acquisitions and greenfield locations, as well as overseeing the development of compost and other sustainable, beneficial reuse, products.
 
Kevin brings 28 years of experience in the environmental services industry, including 17+ years of executive operational leadership in high-growth businesses. Before joining Veransa, Kevin served as Chief Operating Officer at Denali Water Solutions, a leading diversified environmental services company focused on wastewater, water residuals and biosolids products and services, including composting and green waste recycling. Prior to Denali Water Solutions, Kevin’s experience included roles as Chief Executive Officer at Orège North America Inc. and Vice President of Sales at BCR Environmental Corporation, where he helped to optimize, professionalize, and accelerate growth.
  
In response to rapid growth in the market for sustainable biomaterials, NatureWorks has announced its intent to open a new headquarters and advanced biopolymer research facility in Plymouth, MN. Expanded laboratory capabilities will support research into the full circular lifecyle of Ingeo™️ biopolymers from next generation fermentation technology to new applications, to increased functionality.
 
The expanded R&D capabilities will also support the construction and operation of NatureWorks’s new fully integrated Ingeo PLA manufacturing complex located in Thailand. With an expected opening in 2024, the facility will have an annual capacity of 75,000 tons of Ingeo biopolymer and produce the full portfolio of Ingeo grades.

Every two years at the USCC Annual Conference, CREF holds a fundraiser to help raise the money needed to start a new research project. As in the past, at our recent conference, many companies and individuals stepped up and showed their support for the work CREF does by supporting  the new research project. The new research will be COMPOST IN STORMWATER BIORETENTION SYSTEMS: PERFORMANCE BENEFITS, NITROGEN AND PHOSPHORUS LEACHING CONCERNS. The CREF Board of Trustees and staff want to thank everyone who already donated to the project. Additional funds are still needed to reach the full goal of the fundraising challenge. Dr. Sally Brown, Research Professor at the University of Washington (UW) and long-time BioCycle Connection’s columnist, was among 12 members selected by U.S. Department of Agriculture (USDA) Secretary Tom Vilsack to serve on USDA’s inaugural Secretary’s Advisory Committee for Urban Agriculture. Committee members will provide input on policy development and help identify barriers to urban agriculture as USDA works to promote urban farming and the economic opportunities it provides in cities across the country.
Today, the Environmental Protection Agency (EPA) and the U.S. Department of Agriculture (USDA) welcomed seven companies to the U.S. Food Loss and Waste 2030 Champions, companies that have committed to reducing food loss and waste in their U.S. operations by 50 percent by 2030. The new 2030 Champions include: Albertsons Companies, BJ’s Wholesale Club, Danone North America, Smithfield Foods, Inc., Starbucks, Sysco, and Tyson Foods.
  
In its mission to guide sustainable materials management through data-driven analysis, EREF recently completed its 6th annual MSW landfill tip fee report. Using its database of active Subtitle D municipal solid waste landfills (MSWLFs) in the U.S., the Environmental Research & Education Foundation (EREF) created a sample of facilities that was used for surveying landfills regarding tip fee information for MSW disposal. For the 2021 report, EREF conducted a methodology review and made several updates to the methodology which are described in the report.

International Compost Awareness Week (ICAW) is the largest and most comprehensive education initiative of the compost industry. It is celebrated nationwide and in other countries each year during the first full week of May. The goal of ICAW is to work together to raise public awareness on why we all should be composting our organics recycling and using compost. The program includes poster and video contests in the fall and activities and events held during the week in May. Throughout the week of ICAW, community and business events are held to encourage and celebrate composting - all types of composting - from backyard to large-scale are promoted.
