Meet USCC’s New Director of Public Policy

Greetings from the US Composting Council’s new Director of Public Policy! I am excited to join the USCC Team, and try to fill the very big shoes of Linda Norris-Waldt as she prepares to take the helm of the USCC upon Frank Franciosi’s retirement at the end of June.

I believe my nearly 39 years of public and private experience in the areas of land use planning, solid waste infrastructure planning and construction, solid waste collection and recycling, yard and wood waste management, and my last 3.5 years with a Florida company committed to composting; has prepared me for my new position with the USCC. 

I have been very fortunate to be able to take active roles with the Associations that help promote our causes in both my public and private sector positions. I served many years on the Recycle Florida Today’s Board, with terms both as Vice-Chair and Treasurer; I also was Chair of its Organic Recycling Committee before successfully establishing the Florida Chapter of the United States Composting Council in late 2022. I am now serving as the Chapter Director and Chair of the Board for the Florida Composting Council through the end of my current term in June of this year, and I have also been on the USCC’s Chapter Advisory Committee.

The USCC has many Public Policy resources that it provides to its members and State Chapters in order to advance and support composting at the National and State Levels. It is important to constantly stay up to date on the latest legislation and regulations being proposed that could impact the successful diversion of organic wastes, and the siting and operation of composting facilities.

My role will be to update these resources and ensure that you are aware of them and can access them, as well as to work effectively with the USCC’s lobbyists and coalition partners in support or opposition to the myriad of bills being filed affecting our industry! The USCC is always trying to stay on top of what is happening at the Federal level in the areas of PFAS regulations, compost use to support our Country’s Agriculture programs, compost infrastructure funding, proper labeling and biodegradable product standards, and the myriad of other issues facing our industry.

We need you to let us know what issues you are facing at the State and local levels, so that we can support your efforts to expand organic waste diversion requirements and expansion of composting infrastructure in your States. Between our own efforts and resources to identify bills and regulations being proposed, we also need to know what you are seeing and working on, so we can provide letters of support or opposition from the USCC to back your positions and efforts.

I hope to be on the speed dial of all of the State Chapters Advocacy Committees! I want to be an active participant in your meetings and efforts, and use my position to learn what is working and not working in your States so that I can trumpet your successes and learn from your efforts, and share that with all of our State Chapters.

To sum it up, I look forward to working for each of you and with each of you!
