The Texas State Board of Plumbing Examiners will soon repost language in the Texas Register for public comment. PHCC Texas opposed the rule as it was originally written, and now we're gathering input from our members on this new proposal to ensure our comments best reflect that of our membership at large. When it comes to weather and climate disasters, the clock is ticking. This PHCC member-only report — which includes results from the Q2 2023 PHCC Contractor Confidence Index — provides the latest information on the state of the current supply chain. This comprehensive resource examines availability of work; product, parts, and raw materials; labor; and finance.

 

The main takeaway from this report’s findings is that contractors and manufacturers are relatively more positive about the supply of goods and services, which are normalizing after more than two years. The report also notes that finding skilled labor remains a challenge, and that with the economy possibly heading toward a gentle recession or soft landing going into 2024, consumers and owners are being more frugal about discretionary spending.  

The Texas State Board of Plumbing Examiners has been working diligently to improve processes, communicate updates that impact plumbing licensees in Texas and revise Board Rules. With so much new information coming down the pike, we've compiled these updates online for you!

There are two options when choosing the most recent correspondence courses: Digital Only and Standard.

 

When choosing the Digital Only option, you will receive a link to download the course and can get started right away! When choosing the Standard option, we also ship you a packet (USPS Priority) with a physical copy of the book and all course materials.

  

Please note: correspondence testing is not an option for students looking to rank up to a Tradesman or Journeyman license, but is a viable option for renewals. 

Determining the value of your business is the first step to succession planning. Usually, your business is the largest asset you own, and a value is needed when drafting a buy-sell agreement, estimating your future retirement income needs, or creating an estate plan.
 

Knowing the value can help ensure that, in the event of an unforeseen death, you receive a fair price for the business that you spent a lifetime building. Additionally, it can help to avoid conflict with other owners, family members, and the IRS. 

Question of the Month: An employee is spending an excessive amount of time in the bathroom. The employee takes 8 to 10 bathroom breaks a day, which can range anywhere from 10 to 20 minutes per break. This amounts to at least 1 or 2 hours a day that this employee is getting paid to be in the bathroom. What can we do? Are we allowed to talk to the employee about this?

PHCC Members from across the country gathered in Washington, D.C. May 16-17 to meet with lawmakers and educate them on energy, economic, and workforce policies that are important to the industry and consumers. PHCC Texas was well represented! Collectively, 27 states were represented and 111 congressional meetings were attended. 

 

“The 2023 PHCC Legislative Conference was an extremely valuable event for all who attended,” said PHCC—National Association President Dave Frame. “Besides the very beneficial one-on-one meetings with legislators, the conference was a great opportunity for PHCC members to connect with each other and with others in the industry supply chain. Together, we are able to accomplish so much more on behalf of our members, the industry, and society.”

The 88th Legislature’s regular session concluded on May 29, 2023. The final deadline of the 88th Texas Legislature's Regular Session passed Sunday, June 18. This was the last day for Governor Greg Abbott to veto bills passed by the legislature. Other bills, both those signed by the governor and those not signed but also not expressly vetoed, will become Texas law or, in some cases, go before the voters in November for approval. 

 

The first 30-day special session of 2023 ended quietly with no laws made and the Texas House and Senate still deadlocked on the best approach to property tax cuts. On June 27th, Governor Abbott announced Special Session #2  and issued a proclamation identifying agenda items for the session.
