As a contractor, there is a lot to know and to do, and sometimes it helps to ask someone else what they did in the same situation. 🔧In a recent regulatory update, the Environmental Protection Agency (EPA) has repealed the January 1, 2026, installation deadline for residential and light commercial air conditioners and heat pumps manufactured before January 1, 2025.
This change provides relief to distributors and contractors navigating the ongoing transition away from high-global-warming-potential (GWP) refrigerants such as R-410A.
What’s Not Changing: The long-term phase-down of refrigerant production and imports continues as mandated by law, meaning no new HFCs can be produced to offset demand for high-GWP refrigerants. All existing requirements for refrigerant reclaim, recovery, and leak repair remain in effect. The manufacture and import ban for new R-410A AC and heat pump systems still takes effect on January 1, 2025, preventing new full-system installations after that date. However, the Outdoor Condensing Unit loophole remains—allowing continued production and import of outdoor units solely for servicing existing systems. Timelines for VRF systems are unchanged, though HARDI continues to advocate for the EPA to remove all installation deadlines, including those affecting VRF equipment.

We allow our employees to telecommute when it snows during the colder months. We have an employee claiming that, since he performs work at home on his personal computer, we are not allowed to monitor his work. Is this true? All 17 Texas Constitutional Amendments Approved by Voters
In a significant election for state governance and local authority, Texas voters approved all 22 constitutional amendments on the ballot. The propositions addressed a wide range of issues—from veterans’ housing and property tax relief to school funding, infrastructure, and civil justice reform. Below is a summary of each approved amendment and what it means for Texans.
Proposition 1—HJR 68 Authorizes the Veterans' Land Board to use excess funds from veterans’ land and housing assistance programs to support veterans' homes and make bond payments. This measure strengthens the state’s ability to care for aging or infirm veterans.
Proposition 2—HJR 51 Extends from six months to two years the time a former owner of a mineral interest sold for unpaid property taxes has to redeem the property, providing additional protection for mineral rights owners.
Proposition 3—HJR 55 Allows the Legislature to exempt from taxation land owned by religious organizations that is leased for use as a school or intended for expansion or construction of a place of worship, provided it yields no revenue.
Proposition 4—SJR 30 Permits conservation and reclamation districts to use tax revenue to develop and finance parks and recreation facilities and authorizes local bond elections for park improvements in several large Texas counties.
Proposition 5—SJR 25 Exempts travel trailers not used as residences or for income production from property taxes, easing the burden on Texans who own RVs or recreational trailers.
Proposition 6—HJR 23 Allows qualified homeowners to refinance a home equity loan with a reverse mortgage, providing more flexibility for seniors seeking to convert home equity into income.
Proposition 7—HJR 44 Reduces the number of jurors in district court misdemeanor cases from twelve to six, streamlining lower-level criminal proceedings.
Proposition 8—HJR 62 Permits the Legislature to allow a person to assume office without an election if they are the only qualified candidate. This provision applies to both state and local offices, reducing the cost of uncontested elections.
Proposition 9—HJR 68 (Section 2) Revises how funds from the Permanent School Fund (PSF) are distributed to the Available School Fund, allowing a portion of the PSF’s investment growth to be used for public education funding.
Proposition 10—HJR 61 Allows cities to donate surplus firefighting equipment and supplies to the Texas Forest Service, which can then distribute them to rural volunteer fire departments in need.
Proposition 11—HJR 85 Authorizes the Legislature to regulate and govern wineries across Texas, even in areas where local laws restrict the sale of alcohol.
Proposition 12—HJR 3 Authorizes the Legislature to set limits on non-economic damages in medical malpractice and other civil lawsuits, addressing long-debated tort reform issues.
Proposition 13—HJR 16 Allows counties, cities, and junior college districts to freeze property taxes for senior citizens and disabled homeowners, similar to freezes already available for school district taxes.
Proposition 14—HJR 28 Permits the Texas Department of Transportation (TxDOT) to issue short-term notes or borrow funds (up to two years) for highway improvement projects, enhancing flexibility in transportation financing.
Proposition 15—HJR 54 Protects local public retirement system benefits from being reduced or impaired, ensuring security for public employees’ accrued retirement benefits.
Proposition 16—SJR 42 Authorizes home equity lines of credit (HELOCs) and the refinancing of home equity loans with reverse mortgages, modernizing Texas home lending laws.
Proposition 17—HJR 21 Prohibits any increase in school property taxes on the homes of disabled persons, extending existing protections for elderly homeowners.
