Looking forward to another great year at PHCC Texas!
Be a part of the Association promoting the Plumbing and HVAC Trades across the State and the Nation. Last year was an amazing year of growth and finding new ways to support our members through Education, Advocacy, and Community. • R.E.A.C.H. 2025 was the largest conference to date and provided our members with the opportunity to learn from some great speakers and connect with other industry leaders • HVAC programs are now available through PHCC Texas; visit our website for more information https://phcc-tx.org/page/HVAC. We are so much more than just plumbing now; we are a full service provider for all your needs • PHCC Texas successfully lobbied to grow CTE programs in the high school and college and was recognized by Governor Abbott for our support • To bring plumbing into the high schools, PHCC Texas created an 8-week pre-apprentice program for high school juniors at two districts across the state, with more to come! • Plumb Perfect, the high school plumbing program, was a huge success, with multiple school districts from across the state competing to plumb a bathroom. With our partner, CIEF, we have expanded the plumbing opportunities to schools that don’t have plumbing programs at no cost for the schools. • We continue to offer high-quality Continuing Education for plumbers across the state, with discounts for members All of this was possible with your help. Being a member of PHCC Texas means you are a part of building the Plumbing and HVAC Trades in this state. With a focus on Education, Advocacy, and Community, PHCC Texas is here for you in 2026 and beyond.

The Plumbing-Heating-Cooling Contractors (PHCC) Board of Directors gathered in El Paso this week for their quarterly meeting, highlighting the organization’s commitment to supporting the local plumbing community through education and workforce development.
In addition to conducting board business, PHCC leaders took the opportunity to celebrate the robust educational programs offered in the region. These include monthly TSBPE-approved Continuing Education classes hosted at El Paso Community College, which help licensed plumbers maintain their credentials and stay up to date with industry standards.
PHCC also proudly supports a four-year, Department of Labor-approved apprenticeship program in El Paso, providing aspiring plumbers with hands-on training and classroom instruction to prepare them for successful careers in the skilled trades.
We’re proud to play a role in building the future of the plumbing industry right here in El Paso. These programs are essential in developing a skilled, knowledgeable workforce and ensuring high-quality service in our communities.

State Senator Brandon Creighton, R-Conroe, was recently named sixth chancellor of the Texas Tech University System by its Board of Regents. Governor Greg Abbott has called a special election for next May to fill Creighton’s current unexpired term. His resignation brings the total to at least five Republican senators not returning to the legislature in 2027. Senators Brian Birdwell, Kelly Hancock, Mayes Middleton, and Robert Nichols are not seeking re-election in 2026. Additionally, 19 House members have announced plans to retire from the Texas House of Representatives. Several are seeking to be elected to other positions, while several are retiring altogether. The current list includes 11 Republicans and 8 Democrats. Five members of the Texas Congressional delegation have also announced they are not running for re-election in 2026. The filing period for the March 2026 primary election runs from November 8th to December 8th.
Former State Senator Tommy Williams was named Interim President of Texas A&M University by the Board of Regents following the resignation of President Mark Welsh in September. Williams previously served in the Texas Senate for ten years and was a senior advisor to Governor Abbott from 2017 to 2019.
Congressman Wesley Hunt officially announced his entry into the race for United States Senate earlier this month. Hunt joins Texas Attorney General Ken Paxton in challenging incumbent Senator John Cornyn for the seat next year. Hunt, a West Point graduate and former Army officer, currently represents Congressional District 38 in northwest Harris County in Congress. State Representative James Talarico and former Congressman Colin Allred are vying for the Democratic Party nomination for US Senate.
Attorney General Ken Paxton recently filed a joint motion with the Republican Party of Texas that intends to challenge a provision of the Texas Election Code that prevents the party from closing its primary to include Republican voters only. The challenge is based on the constitutionality of the statute. Otherwise, as the state’s top attorney, Paxton’s office would be representing the Texas Secretary of State, Jane Nelson, and her office in defense of the statute. Secretary Nelson opposes the motion. Nelson has retained outside counsel to defend the open primary following General Paxton’s actions. Before being appointed Texas Secretary of State by Governor Abbott in 2023, Nelson served in the Texas Senate for 30 years.

The mission, operations, and performance of several entities under the Health and Human Services Enterprise and the Texas Workforce Commission are undergoing Sunset review as directed by the Texas Legislature in the Texas Sunset Act. The Sunset Advisory Commission evaluates state agencies to determine if they are still needed and operating effectively. Based on the commission’s recommendations, the Legislature decides whether to continue the agencies and, if so, how to improve their effectiveness, efficiency, fairness, and accountability. We greatly appreciate your participation in this brief survey to help Sunset staff evaluate these entities, identify problems, and propose workable solutions to the Sunset Commission. Completing the survey should take between 5 to 30 minutes, depending on the number of entities for which your organization wishes to give feedback. You will have the option to save and resume your survey session at a later time. The Sunset survey linked below will remain open through November 4, 2025. Click here to take the Sunset survey. Your responses are anonymous and confidential and will not be shared with these entities. Sunset staff have developed this survey independently using Sunset Commission resources to ensure confidentiality. Any other comments you wish to provide before the Sunset staff report is published in 2026 also are confidential and will not be shared with these entities.

There are two main reasons why the leading companies are taking Leak Prevention devices seriously. These devices allow them to offer their customers an avenue to major savings. Not because they’re saving their clients wasted water and avoiding potential disasters, but because they’re saving their customers money—a lot of it.
Installers can position themselves as the go-to expert. By consulting that customer on their day-to-day usage and their plumbing system, which is unique to every home, the technician will be ahead of the game when the next job comes up. By learning about their customer usage habits, they can offer solutions and discover ways to suggest additional improvements. With the LeakSecure app, data is readily available to drive future sales and marketing efforts. Through a pro dashboard, LeakSecure shows every data point so that the company that installed the system knows when their customer needs them most. It’s hard to imagine an easier path to customer retention.
