A will is an important part of any estate plan, but it may not cover everything. A trust may be a helpful addition if you’re looking for greater control over your assets. It can also aid in avoiding delays during probate and making sure that your wishes are followed.
 
Key Reasons to Consider a Trust

- Reduce taxes: If you have significant assets, a trust may help lower or eliminate estate taxes.
- Set clear terms: A trust lets you decide who will receive selected assets, as well as when and how they are distributed.
- Manage your affairs: A trust can take over if you become unable to handle your finances because of health issues. A will is unable to do this.

- Recognizing Phishing Red Flags 
Teach your team to spot suspicious emails by looking for signs of phishing, like generic greetings, misspellings or grammatical errors, or urgent language asking for immediate action.
- Enforcing Strong Password Policies 
Encourage employees to use complex passwords and avoid reusing them across sites.
- Promoting Safe Attachment Practices 
Advise employees to only open attachments from known, trusted sources.
- Keeping Credentials Confidential 
Stress the importance of keeping login credentials private.
- Limiting Use of External Devices 
Require approval for use of external devices, and remind employees to avoid inserting unfamiliar USB drives.

Legislative Updates
The 89th Texas Legislature officially adjourned Sine Die on June 1, wrapping up a fast-paced session filled with impactful legislation for Texas businesses and contractors.
 
 ✅ State Budget Passed
The Legislature gave final approval to SB 1, the $388 billion state budget for the 2026–2027 biennium. The budget includes significant investments in public education, property tax relief, and the Education Savings Account (ESA) program. Notably, lawmakers opted not to dip into the $24 billion Economic Stabilization Fund (Rainy Day Fund).
 
Property Tax Relief
A major property tax relief package was passed, including increases to the homestead exemption. The governor, lieutenant governor, and speaker issued a joint statement celebrating this achievement.
 
Public School Funding
HB 2, an $8.5 billion public school finance bill, also advanced with strong support from Governor Abbott. However, other education-related proposals, such as the bill to eliminate the STAAR test, failed to pass.
 
Infrastructure and Technology
Significant legislation focused on water infrastructure and the creation of the Texas Cyber Command also reached the governor's desk, along with a new framework for regulating artificial intelligence.
 
Governor’s Actions:
Governor Abbott has signed over 300 bills. He has until June 22 to sign or veto the remaining legislation.
PHCC-TX will continue tracking rule changes and emerging policies that may affect your business operations and compliance.
