TSBPE Prepares for Plumbing Workforce Boom After Record Exam Growth
 
Strategic Partnerships and New Facilities Support Plumbing Industry Across Texas
 
Austin, TX - April 15, 2025 - The Texas State Board of Plumbing Examiners (TSBPE) is proud to announce major growth in plumbing licensing exams over the past three calendar years, reflecting ongoing efforts to strengthen the plumbing workforce across Texas.
 
Since 2022, the number of licensing exams administered by the TSBPE has risen by 111% jumping from 4,953 exams in 2022 to 10,447 in 2024. In just one year, between 2022 and 2023, exams increased by 94% reaching 9,616 — a strong sign of expanded access to, and interest in, the plumbing profession in Texas.
 
"This growth shows how much work we've put into making it easier and more convenient for people to become licensed plumbers in Texas" said Lisa G. Hill, Executive Director of the TSBPE. "By opening new testing locations and offering more flexible options, we're making sure the plumbing industry continues to thrive and meet the needs of our growing communities."

We have an employee who is putting in extra hours fixing mistakes in their work. Sometimes, the employee does this on their own without our asking them to fix the mistakes. Do we need to pay the employee for these extra hours since they are basically just doing the same job twice? If the work was done correctly the first time the employee did it, they wouldn’t need to put in the extra hours.

Legislative Updates
Throughout April, significant progress was made on key legislative priorities in the Texas Legislature. The House and Senate advanced their respective versions of SB 1, the state budget for 2026–2027, totaling approximately $337 billion. After hundreds of proposed amendments, both chambers are now working to reconcile differences through a conference committee made up of five members from each body. Alongside SB 1, the supplemental appropriations bill, HB 500, also progressed, with both measures expected to reach final passage in May.
 
Education reform took center stage with the advancement of the "Texas Two Step" package, which includes HB 2 and SB 2. HB 2 allocates $8 billion to public education, addressing basic allotment increases, teacher salaries, certification, and special education funding. SB 2, a top priority for Governor Abbott, establishes a $1 billion Education Savings Account (ESA) program. After heated debate and multiple amendments, including one attempting to place ESA on the November ballot, both bills passed the House and are heading toward the Governor’s desk.
 
In regulatory news, SB 14, the Regulatory Reform and Efficiency Act, became the first bill passed by both chambers this session. It establishes a new office under the Governor aimed at identifying and removing ineffective rules. Discussions also continued around extending the R&D Franchise Tax Credit and regulating emerging technologies, such as artificial intelligence. HB 149, the Texas Responsible Artificial Intelligence Governance Act (TRAIGA), is set to establish an AI council and framework for responsible tech development.
 
Additionally, the political landscape saw several shifts. Senator Mayes Middleton announced a 2026 bid for Texas Attorney General, and current AG Ken Paxton revealed plans to challenge U.S. Senator John Cornyn. Meanwhile, Lieutenant Governor Dan Patrick confirmed he will seek a fourth term. These developments, combined with the passage of major policy bills and the beginning of high-stakes budget negotiations, signal a pivotal and active legislative session with more key decisions expected in the coming weeks.
