Safety
  
There were 24 mining fatalities in the U.S. in 2019, the U.S. Department of Labor’s Mine Safety and Health Administration (MSHA) reports. This is the fewest annual fatalities ever recorded, and only the fifth year in MSHA’s 43-year history that mining fatalities were below 30.
On January 15, 2020, the U.S. Department of Labor is publishing a final rule in the Federal Register that will increase Mine Safety and Health Administration (MSHA) civil monetary penalties by 1.764%.
Reclamation
  
For mine owners and operators, achieving final bond release can feel like a difficult-to-reach milestone. Several factors need to align for reclamation success, and attaining final closure often takes many years — or even decades. Over the last 13 years, Trihydro has worked with clients to achieve final bond release for six mine permits in four states (Wyoming, Colorado, New Mexico, and Texas).
The Railroad Commission of Texas announces new directors for the agency’s Surface Mining and Reclamation Division and the Communications Division. Brent A. Elliott is the SMRD director and R.J. DeSilva is the Communications director effective today, Feb. 3.
Legislative Update
  
President Trump is planning to request money in his upcoming budget proposal for the U.S. government to purchase uranium from domestic producers, two people familiar with the matter say.
Texas Mineral Resources Corp. (TMRC), an exploration company targeting the heavy rare earths and a variety of other technology metals and industrial minerals, and USA Rare Earth, LLC, its funding and development partner, commend the Federal Permitting Improvement Steering Council (FPISC) decision to add mining as a covered sector.
