Despite the wealth of information available from OSHA on the Respirable Crystalline Silica Ruling, there is a still a lot to understand about how workers are exposed and how to protect them. Employers are also exposed to litigation and citations if they don't properly understand how to comply with the OSHA ruling. Doug Wilcox will summarize some of the most common compliance issues in order to minimize exposures and avoid penalties!

Did you know that there are roughly 2,500 active TxDOT work zones in operation throughout Texas at any given time? As a result, the individuals who conduct day to day operations on the roadway have constant exposure to oncoming traffic. Without proper controls such as lane closures and trained traffic control personnel, the task of highway construction becomes complicated. Therefore it is essential to ensure all traffic control is set up according to specifications.
To be in compliance with OSHA’s Respirable Crystalline Silica Standard, Employers must use feasible dust controls to protect workers from silica exposures.
Larry Welch and special guest Robert Lee, Hot Mix Asphalt Performance Manager, Texas Region, CRH Americas Materials, Inc.take a detailed look at the six parts of a specification using the Dense Graded Specification for Local Governments as an example. You can find our example specification in Appendix A of the Texas Asphalt Pavement User Guide.

Certification News From The HMAC
The Texas Department of Transportation and the Hot Mix Asphalt Center presents Quality Control/Quality Assurance Technicians an award for their efforts to achieve excellence in the performance of their assigned duties. This is an annual program to award achievement in Hot Mix and Soils Materials and Testing by HMAC Certified Technicians. QC/QA Technicians are an invaluable part of our industry. This program honors those who strive to be their best and who dedicate their careers to helping the industry be its best.
Who Qualifies?
A technician from each level of Hot Mix Asphalt Certification (1A, 1B, and 2) and one technician from the Soils and Flexible Bases Certifications (101, 102, 103, 201, and 202) will be chose to receive the award.
How are the Winners Determined?
The HMAC Steering Committee will review all the nominations and announce the winners at the TXAPA Annual Meeting.
Awards Presentation
The winning technicians will be recognized during the TXAPA Annual Meeting at the Hyatt Regency Hill Country Resort in San Antonio, September 17-20, 2019. Winners are invited to celebrate their accomplishments at an awards presentation luncheon hosted by TXAPA.
