TXAPA held its first ever Managing Asphalt Pavements (MAPS) Conference and Technology Showcase in Grapevine, Texas February 27—28, 2019. More than 300 city and county engineers, planners, project managers, field personnel, and consulting, engineering and inspection firms from all over Texas joined TXAPA to learn about working with asphalt pavements, from specification, to design, to construction.
The conference consisted of eight 45-minute breakout sessions presented over one and half days in four educational tracks, Design, Materials, Maintenance, and Construction. Due to the overwhelmingly positive response—many of the sessions were standing room only—TXAPA is already planning next year’s event, set to take place in San Antonio sometime in mid-February. Said TXAPA Director of Marketing Emily Adams, “MAPS exceeded all of our expectations. We couldn’t be happier that is was so well received because it means we are providing information that is really needed out there.” TXAPA Executive Vice President Harold Mullen said, “We want our municipalities to know that TXAPA is here as resource for them. MAPS is a show of our commitment to quality asphalt pavement through education and partnering at every level of government, state and local.”
MAPS is also open to developers who want to learn more about the advantages of using asphalt for private parking lots, airfields, and roads.

Technically Speaking
 Clear, unambiguous specifications are the first step to successful asphalt pavement construction. Essentially, specifications provide the general information necessary to build asphalt pavements, forming the basis on which contractors bid and build. They are an essential part of the contract between the agency (the city or county) and the contractor.
 The use of reclaimed asphalt pavement (RAP) in asphalt mixtures has been a widespread practice since the mid-1980s.The use of RAP in asphalt mixtures has significant economic, environmental, and pavement performance impacts.  The Texas Department of Transportation and the Hot Mix Asphalt Center presents Quality Control/Quality Assurance Technicians an award for their efforts to achieve excellence in the performance of their assigned duties. This is an annual program to award achievement in Hot Mix and Soils Materials and Testing by HMAC Certified Technicians. QC/QA Technicians are an invaluable part of our industry. This program honors those who strive to be their best and who dedicate their careers to helping the industry be its best.
Who Qualifies?
A technician from each level of Hot Mix Asphalt Certification (1A, 1B, and 2) and one technician from the Soils and Flexible Bases Certifications (101, 102, 103, 201, and 202) will be chose to receive the award.
How are the Winners Determined?
The HMAC Steering Committee will review all the nominations and announce the winners at the TXAPA Annual Meeting.
Awards Presentation
The winning technicians will be recognized during the TXAPA Annual Meeting at the Hyatt Regency Hill Country Resort in San Antonio, September 17-20, 2019. Winners are invited to celebrate their accomplishments at an awards presentation luncheon hosted by TXAPA.
