Attached for your information is a copy of the above-mentioned change memorandum and special specification that have been posted to the web. This special specification has been approved for statewide use and is optional for all projects using bonding course beginning with the January 2020 letting. However, use of this special specification prior to the January 2020 letting is at the district’s option.
The special specification provides for the construction of a bonding course where improved bonding is needed using a Tracking-Resistant Asphalt Interlayer (TRAIL) or a Spray Applied Underseal Membrane, applied prior to the placement of a new hot-mix asphalt concrete pavement. A guidance document has been attached for reference.
