Clark Construction of TX, Inc. - Wins Top Award for Excellence in Paving

CLARK CONSTRUCTION OF TEXAS WINS TOP AWARD FOR EXCELLENCE IN ASPHALT PAVING

Lanham, Md. — The National Asphalt Pavement Association (NAPA) announced that Clark Construction of Texas of San Antonio, Texas is a winner of its 2014 Larry H. Lemon Quality in Construction Award for excellence in construction of an asphalt pavement. The winning companies received their awards on Wednesday, Jan. 28, at a ceremony during the association’s 60th Annual Meeting in Marco Island, Fla.

The Larry H. Lemon Quality in Construction Award recognizes the 10 highest-scoring projects submitted for a Quality in Construction Award in the General Paving (less than 50,000 tons) category. The award is sponsored by Asphalt Contractor magazine.
"As an industry, asphalt pavement producers have devoted a great deal of time and effort to determining the best practices necessary to construct long-lasting, high-quality asphalt pavements that offer the durable performance pavement owners and the public value. This award compares nominated pavements against best practices and standards, and honor those that exemplify excellence in construction standards," William C. Ensor III, 2014 Chairman of the NAPA Board of Directors stated.

Clark Construction of Texas won the award for its work on Bitters Road, located just north of San Antonio, from 281 West to Tomahawk Trail. The road configuration varies on this busy section of Bitters Road, as it contains retail businesses, restaurants, and entertainment venues along its path.

A .75-inch ultra-thin bonded hot-mix wearing course was selected by the city of San Antonio, the road’s owner. A membrane was applied first, within seconds to the laying of the mix, helping to seal the existing surface and provide optimal bonding of the ultra thin mix to the pavement. The Class A trap rock included in the mix produced a durable macro-texture surface. It was laid using a spray paver and a material-transfer vehicle, which helped keep thermal segregation at bay on this busy roadway.

This continuous laying process allowed for quick traffic return and minimal user delay. This project was completed in December of 2012 during the busy holiday shopping season with no conflicts and minimal complaints. Communication between Clark Construction and the city of San Antonio was a key component to the project’s success.

Projects submitted for a Quality in Construction Award are evaluated by pavement engineers at the National Center for Asphalt Technology who assign each project a numerical score based on how well the contractor met specifications and achieved density on the finished pavement. All the pavements that meet a benchmark figure earn the QIC Award. The Larry Lemon Award honors the ten highest-scoring projects, as determined in the NCAT review.

The award is named after Larry Lemon of Haskell Lemon Construction in Oklahoma City. Lemon served faithfully on the Awards Committee for 18 years, before serving as Chairman of the Board in 2010 prior to his retirement. Lemon was instrumental in the creation of the rating system for the Quality in Construction Awards which require qualitative analysis using data and test results to determine the winners.

The National Asphalt Pavement Association (NAPA) is the only trade association that exclusively represents the interests of the asphalt producer/contractor on the national level with Congress, government agencies, and other national trade and business organizations. NAPA supports an active research program designed to improve the quality of asphalt pavements and paving techniques used in the construction of roads, streets, highways, parking lots, airports, and environmental and recreational facilities. The association provides technical, educational, and marketing materials and information to its members; supplies product information to users and specifiers of paving materials; and conducts training courses. The association, which counts more than 1,100 companies as members, was founded in 1955.
