Congress Passes Highway Bill!

In a rare sign of bipartisanship, the House of Representatives and Senate cleared H.R. 4348, the Moving Ahead for Progress in the 21st Century Act, and sent the measure to the White House where the President is expected to sign the measure into Public Law the week of July 2. 
 
The debate in the House of Representatives was brief and mostly congratulatory before they voted 373 to 52 to pass the conference report and send the measure to the U.S. Senate.  All but 52 Republican members voted for the legislation.  Eight members did not vote. 
 
On the Senate side, the debate was equally brief as members rushed to get home with their families for the July 4th recess.  After a series of procedural votes, the Senate voted 74 to 19 (one member voted present) to pass the conference report.
 
The legislation will provide $39.7 billion for highway funding in fiscal year 2013 increasing to $40.3 billion in fiscal year 2014.  These numbers compare to $39.1 billion in fiscal year 2012 (current year). The additional year of funding through 2014 will help bring short-term market certainty for state transportation departments and construction companies. 
 
NAPA was successful in defeating certain proposed federal mandates on pavement design methods and secured $12 million annually for a new Federal Highway Administration program to accelerate implementation and deployment of innovative pavement technologies.  NAPA also secured a Government Accountability Office study on life-cycle cost analysis best practices.
