TxDOT Announcements

David Casteel, P.E., TxDOT's Assistant Executive Director for Field and District Operations, announced his retirement effective Oct. 31st of this year. Mr. Casteel provided TxDOT with 28 years of service at 11 different positions (his first position was picking up roadside litter). Mr. Casteel has been a great partner; please join us in wishing David and his wife a wonderful and joyful new chapter to their lives!

So far, an interim has not been announced for Mr. Casteel's position.

 


 


Albert Quintanilla, P.E.
, TxDOT's Laredo District Engineer, has also announced
his retirement effective Oct. 31st. Mr. Quintanilla has served TxDOT for more than 25 years. Mario Medina will serve as the Interim District Engineer as well as fulfilling his duties as San Antonio's District Enginer until the Laredo position is filled. Congratulations to both Mr. Quintanilla on his retirement and to Mr. Medina for his new appointment!

 


 

John Obr, P.E., TxDOT's San Angelo District Engineer, has been appointed to Construction Division Director effective Nov. 1st. Mr. Obr, a Waco area native, has served TxDOT for 24 years, beginning his career in Waco as a summer hire in the district's bridge office. Please join us in congratulating John on his new appointment!

 


 

Mr. Phil Wilson, TxDOT's new Executive Director, has recently announced that John Barton, P.E. will serve as the Interim Deputy Executive Director.  Mr. Wilson was quoted as saying "In order to provide for the business continuity of the agency and ease the transition of authority" Mr. Barton will begin this position effective immediately. Please join us in congratulating John on his new appointment!

 

 


 

Michael Alford, P.E. has served as the Interim District Engineer in the Houston District for the past couple of months, but will begin his appointment as the new Houston District Engineer effective Nov. 1st.  He brings more than 29 years of service with TxDOT to this new position. He began his career in the summer of 1979. Please join us in congratulating Michael!
