This is notification of the following proposed 2014 Special Provisions which incorporates the 2024 Standard Specifications language.

Special Provision 310-XXX, “Prime Coat,” (Spec Committee No. 0310-202311-4), this Special Provision will remove the reference to “MPL for Prime Coat” from Item 310, thereby mirroring the approved language for the 2024 Standard Specification.

Special Provision 3096-XXX, “Asphalts, Oils and Emulsions,” Spec Committee No. 3096-202311-5), this Special Provision allows the use of less-carcinogenic chemical (i.e., Toluene) in solubility test following AASHTO T44, and updates specifications limits for performance grade binders, mirroring the same changes made in 2024 Standard Specification. The proposed special provision will replace the current statewide Special Provision 3096-003.
