Cybersecurity Legislation Update

As a result of recent cybersecurity legislation, the TAGTIM Board is undertaking an effort to create a closer partnership with DIR, specifically related to the implementation of HB 3834 – Cybersecurity Training and SB 64 – Cybersecurity events as a disaster and the establishment of an Information Sharing and Analysis Organization (ISAL). However, the board would like to leverage this opportunity to create a greater partnership with DIR on various programs that impact local government. 

As a result of that partnership, DIR is providing information to us as it becomes available related to these new laws. Here is the latest information we have at newsletter submission.

The Texas Cybersecurity Council met last this week, and there was a lot of discussion around the proposed Cybersecurity Training Program certification plan and criteria. Here is what they shared. 

• The employee training doesn’t need to be completed until June 14, 2020 (a year after the bill was signed). The ball is currently in DIR’s court, and no action is required yet of government organizations.
• DIR is working on finalizing the requirements and process for certification and wants to be able to ensure there will be low-/no-cost options included in the certified programs.
• DIR hopes to begin certifying programs this fall (first quarter of FY20).
• DIR is also working on the mechanism for government entities to report training.
• DIR has released a survey to determine the types of programs currently in place. The survey should take less than five minutes to complete. Due to the time constraints we are working with, they ask you complete the survey by August 2. Only one survey per agency please. Click here to participate.
