Paving the Way

SCDOT made a temporary revision to Section 401.4.30 of the Standard Specifications due to COVID-19. This revision institutes a "Contactless" Weigh Ticket Protocol for asphalt paving in order to eliminate the transfer of paper tickets for asphalt between personnel on SCDOT construction projects and the contractors. The protocol was created in conjunction with each SCDOT district and SCAPA and went into effect on April 8, 2020. It will remain in effect until further notice. 

This important resource was created in an effort to address and stop the impact of COVID-19 within the transportation industry. SCAPA worked with the SCDOT, ACEC-SC, FHWA and Carolinas AGC to create the plan. The Joint Workforce Safety Plan for COVID-19 was adopted on March 23 and is currently being used on all SCDOT projects. 

Several factors influence the use of RAP in asphalt pavement; the two primary factors are economic savings and environmental benefits. RAP is a useful alternative to virgin materials because it reduces the use of virgin aggregate and the amount of virgin asphalt binder required in the production of HMA. The use of RAP also conserves energy, lowers transportation costs required to obtain quality virgin aggregate and preserves resources.

Asphalt pavement recycling has been conducted in some form since 1915. Today, recycled asphalt pavement (RAP) is utilized in the production of asphalt mixtures for applications ranging from driveways to airport runways. Asphalt pavement is one of the highest recycled products in the United States with over 82 million tons of RAP used in new asphalt mixtures in 2018. Utilization of RAP provides for favorable economic (lower mixture cost), environmental (less energy consumption and greenhouse gas emissions) and societal (extends available natural resources) impacts.

This part of the webinar will focus on mix designs utilizing RAP, the level of mix design analysis needed as RAP percentages increase, the production variables to consider as RAP percentages increase and performance testing of asphalt mixes containing RAP.

This part of the webinar will highlight studies on field performance conducted by numerous state DOTs, the Federal Highway Administration and various pavement research organizations including the National Center for Asphalt Technology. The segment will also highlight the experiences of two pavement engineer veterans who will provide long-term perspectives of using RAP in asphalt mixtures from the Illinois DOT and the Florida DOT.
