SCDOT made a temporary revision to Section 401.4.30 of the Standard Specifications due to COVID-19. This revision institutes a "Contactless" Weigh Ticket Protocol for asphalt paving in order to eliminate the transfer of paper tickets for asphalt between personnel on SCDOT construction projects and the contractors. The protocol was created in conjunction with each SCDOT district and SCAPA and went into effect on April 8, 2020. It will remain in effect until further notice.

This important resource was created in an effort to address and stop the impact of COVID-19 within the transportation industry. SCAPA worked with the SCDOT, ACEC-SC, FHWA, and Carolinas AGC to create the plan. The Joint Workforce Safety Plan for COVID-19 was adopted on March 23 and is currently being used on all SCDOT projects.

The State Asphalt Pavement Associations joined forces in support of AASHTO's request for federal relief funds by writing a letter to Congress. The letter signed by SCAPA's Executive Director, Ashley Batson urges Congress to consider this request as highway revenues are heavily impacted by the coronavirus.

This research paper is about performance testing for quality control and acceptance of Balanced Mix Design. Balanced Mix Design (BMD) is defined as a mix design procedure using performance tests on appropriately conditioned specimens to address multiple modes of distress while taking into consideration mix aging, traffic, climate, and location within the pavement structure. BMD typically includes two or more performance tests, such as a rutting test and a cracking test, to assess how well the mixture resists the two common forms of distress.

This project comprehensively synthesized both the historical and most recent experiences with crack and seat (C&S), break and seat (B&S), and rubblization methods for the rehabilitation of PCC pavements with asphalt overlays. An extensive literature review was performed, a comprehensive survey of key stakeholders was conducted, and a series of case studies were documented, with the goal of informing agencies and industry of the most effective concrete pavement rehabilitation methods.
