The South Carolina Asphalt Pavement Association (SCAPA) is closely monitoring events related to the Coronavirus / COVID-19 outbreak to assess what impact it will have on association operations, as well as the effects to the asphalt paving industry. SCAPA has been in contact with key officials regarding road construction and will continue to provide updated guidance as it is received by the association.

Partners in Quality (PIQ) is a partnership program between SCAPA members and SCDOT. During the month of February, SCAPA co-hosted the PIQ meetings in six out of seven DOT districts. The District 4 Meeting was cancelled due to weather. Attendees discussed recent specification updates, best practices, and ways to improve our partnerships.

The Transportation Technology Transfer Service and SCDOT jointly announce the postponement of the 2020 Highway Engineers Conference due to the increasing public health concern surrounding the outbreak of the coronavirus (COVID-19). The conference will be rescheduled for a date later this year.

Asphalt Resources
The purpose of this study was to investigate the current state of the practice with regard to the use of reclaimed asphalt pavement (RAP) material for road base and subbase applications and the potential for such use by the Virginia Department of Transportation (VDOT). To achieve the objectives of the study, a comprehensive review of the literature was conducted and the current state of the practice by other state departments of transportation was analyzed.
