SCAPA News and Events
On behalf of the SCAPA Board of Directors, we would like to invite SCAPA members to the Fall Member Dinner to be held on Wednesday, October 13 at 6:30 PM at The Palmetto Club in Columbia, SC. This is an excellent opportunity to network with your fellow SCAPA members in a fun and casual atmosphere.
Kimberly Lyons, Technical Director for SCAPA, and Eric Carroll, Design Engineer with SCDOT, took a tour of Eurovia’s West Columbia Asphalt plant and the QC/QA Design Lab. Stockpiles of both aggregates and RAP were looked at, and they observed the RAP crushing operation and an explanation of how it worked was provided. They also toured the Plant Field Lab and and received an explanation of how it all fits into the testing of materials for both quality control and quality assurance testing.
Save the Date for the 2022 SCAPA Winter Conference & Trade Show on February 9-10, 2022. This in-person event will be held at the Columbia Metropolitan Convention Center. We will kick off the evening of February 9 with our Trade Show Reception, followed by a full agenda on February 10. Registration will open for attendees and sponsors next month.
SCAPA Technical Director Kimberly Lyons, Ph.D. has been presenting the training session "Designing Asphalt Pavements for Low Volume Roads and Parking Lots" through numerous SCAPA webinars, as well as at meetings to local municipalities, engineering groups, etc. In August she presented the training at the ASCE Catawba Branch monthly meeting in Rock Hill, SC.

Government Affairs
As the Infrastructure Investment and Jobs Act (IIJA) goes to the U.S. House of Representatives, the National Asphalt Pavement Association is asking members to contact representatives and ask for their support of this bipartisan infrasstructure agreement. The bill successfully advances several of NAPA’s priorities and includes an exemption under Buy America to allow for the continued use of imported high-quality asphalt binder and aggregate in asphalt pavement production.
Asphalt Resources
Asphalt pavements inherently possess resilient features, though the typical pavement engineer/designer does not necessarily think of these characteristics through the lens of resilience. The rapid constructability of asphalt pavements enables a producer to become a “first responder” after a disaster; if a pavement is damaged due to an extreme event, it can be quickly restored through fast construction. Tools and methods such as warm mix asphalt, adaptable materials (e.g., polymer modified binders to resist high temperature or traffic load deformation), porous asphalt systems for storm water management, and the ability to recycle materials that have been compromised during an event as a means of compensating for disrupted materials supply chains enhance the resilience of the system.
Time: Oct 13, 2021 02:00 PM ET Speaker: Dave Timm, Ph.D. Description: This webinar will introduce the concept of improving or rehabilitating existing pavements into Perpetual Pavements. This technique, known as conversion, relies on principles similar to the design of new Perpetual Pavements but with some important distinctions. Both traditional and conversion Perpetual Pavement design concepts will be presented, with emphasis on the development of the design criteria, application of the criteria to pavement conversion, and existing design tools such as PerRoad and PAVEXpress to execute design. Real-world case studies will also be presented.
