SC Asphalt Pavement Association Presents Quality Pavement Awards

The South Carolina Asphalt Pavement Association recently presented its 2019 SCAPA Quality Pavement Awards at the 2020 SCAPA Winter Conference, held on January 16, 2020, at the Columbia Metropolitan Convention Center in Columbia, S.C. SC Asphalt Pavement Association’s Quality Pavement Awards recognize asphalt pavements with exemplary quality.  All pavements (i.e., roads, highways, commercial parking lots, airports, trails and paths, etc.) are eligible for a Quality Pavement Award. This year the SC Asphalt Pavement Association awarded three Quality Pavement Awards.

The first quality pavement award went to Banks Construction, Berkeley County and SCDOT District 6 (Berkeley Construction) for work on I-26 /Volvo Car Drive Interchange in Berkeley County. The I-26/Volvo Car Drive Interchange is a new three-leg directional interchange along I-26 in Berkeley County that provides direct access to the South Carolina Volvo cars manufacturing facility. The interchange provides access from I-26 to the new Volvo Car Drive which leads to Camp Hall Commerce Park and the Volvo facility. Banks Construction was able to perform the majority of paving during daytime hours; however, all of the work pertaining to I-26 was performed at night for the convenience of the traveling public. Banks Construction completed all of the paving on this project in approximately 75 days for a total of 16,000-man hours with no lost time accidents.

The second quality pavement award went to Satterfield Construction and SCDOT District 2 (Edgefield/Saluda Construction) for work on SC Highway 19 in Edgefield County. Highway 19 is the major road leading from Edgefield to Aiken with an ADT of approximately 3,700. This road was in major need of improvement. The quality control test results were very consistent and within tolerance throughout the project, and the overall project appearance was exemplary.

The final quality pavement award went to Blythe and SCDOT District 6 (Jasper Construction) for work on US 321 in Tillman, SC. The project consisted of resurfacing 6.76 miles of two-lane US-321 in Jasper County. This section of US-321 was in dire condition, needing asphalt improvements, but was also slated as a route that warranted safety improvements under SCDOT's Rural Roads Safety Program. US-321 has an Annual Average Daily Traffic (AADT) count of 5,400 vehicles, while 21% of the AADT is composed of heavy truck traffic. The project's final product provided the public with a much safer route to travel. The quality control test results of all of the mixes utilized on the project, and the overall appearance of the final surface course, were excellent.
