SCDOT Reinstatement of Driveway Paving 

In 2011, SCDOT ceased paving driveways per the April 2011 memo from then Deputy Secretary for Engineering John Walsh. SCDOT has reevaluated that policy, and effective February 1, 2018, SCDOT will begin scoping the paving of driveways for resurfacing, rehabilitation, and preservation contracts.

Deputy Secretary for Engineering Leland Colvin's memorandum states that driveways "should be paved to a logical terminus to provide a smooth and safe transition from the roadway."  Driveways will have their own pay items in contract packages, which will help the department better track asphalt quantities for these applications. It was added in the memo that the asphalt tonnage "will be placed under these pay items and liquid binder will be placed with the overall project tonnage."
