The South Carolina Asphalt Pavement Association recently honored winners of the 2015 SCAPA Quality Pavement Awards Program during the 2016 SCAPA Winter Conference at the Embassy Suites in Columbia, SC. 17 projects were submitted this year; a mix of interstate, highway, secondary roads and private work across SC were sent in for consideration. This year, in addition to the Quality Pavement Awards, new categories were added to allow applicants to highlight the adaptability and sustainability of asphalt pavements, as well as the methods to expedite project delivery.

The Green Construction Award was created to highlight projects which use sustainable materials and practices, including but not limited to: reclaimed asphalt pavement (RAP), recycled asphalt shingles (RAS), warm mix asphalt (WMA), ground tire rubber (GTR), porous asphalt pavements and other environmentally friendly practices. Sloan Construction and SCDOT District 4 were the 2015 Green Construction Award winners for their efforts and dedication to sustainability on Interstate 85 in Cherokee and Spartanburg Counties. Sloan Construction placed their asphalt mix using warm mix asphalt (WMA) technology, and also recycled a large portion of the existing roadway and reused it as reclaimed asphalt pavement (RAP).

The Innovative Pavement Award was formed to highlight projects which use asphalt pavements in unique, innovative, or interesting ways. These pavements include, but are not limited to: bicycle paths, greenways, cart paths, pond liners, tennis courts, racetracks and airports. The Doodle Trail in Pickens County, SC was selected as the winner of the 2015 Innovative Pavement Award. King Asphalt was part of a design build team with Alta Planning Design, Thrift Development Corporation, the City of Pickens and the City of Easley that saw the project from inception to completion. The creation of the trail has given the community a new healthy and scenic transportation option.

The Project Delivery Award highlights projects that were completed in a timely and efficient manner, and the owner/agency was extremely pleased with the expedited delivery of the project. These projects typically are completed ahead of schedule, constructed with minimal traffic delay and congestion. Additionally, the surrounding businesses and homeowners appreciate the partnering efforts of the contractor and owner to ensure exceptional delivery of the projects.

Two projects were recognized for the 2015 Project Delivery Award. The first recipient of the project delivery award was Lane Construction and the City of Columbia for their efforts on the Columbiana Drive Reconstruction. The City of Columbia, Town of Irmo, Columbiana Mall and the numerous businesses in the area worked together with Lane to make a much needed road improvement with minimal business and traffic disruption. The second recipient of the Project Delivery Award was CR Jackson for their resurfacing of roadways inside of Shaw Air Force Base. CR Jackson was able to maintain security and steady traffic flow around the base and, most importantly, minimize disruption for the two schools in close proximity.

The Quality Pavement Award recognizes asphalt pavements with exemplary quality. The nominees for this award are evaluated for outstanding quality control at the plant as well as providing a superb, smooth roadway for the traveling public. The judges selected two deserving winners for 2015. Bohicket Road, located on James Island, SC was the first recipient of the 2015 Quality Pavement Award. Sanders Brothers and SCDOT District 6 worked together to provide a much smoother and safer road for the citizens of SC. Furthermore, the 7.1-mile resurfacing project had outstanding quality control test results at the plant and roadway. The Whitewater Falls Road Project in Oconee County also took home a 2015 Quality Pavement Award. The partnering efforts of King Asphalt and SCDOT District 3 helped overcome the many challenges that were encountered on the project. Despite long hauls and a steep 6-8 percent grade, the team maintained a safe construction process for everyone and provided an exceptional quality product, as evidenced by the quality control tests and smoothness of the final product.
