SCAPA Hosts Successful Winter Conference!

The SC Asphalt Pavement Association 2016 SCAPA Winter Conference was held February 22-23, 2016 at the Embassy Suites Hotel in Columbia, SC. Over 450 people attended the conference made up of asphalt producers, suppliers, engineering consultants and staff from several public agencies to include SCDOT and the FHWA-SC Division.

SC Department of Transportation Secretary Christy Hall kicked off the conference with an update of the state of the SC Department of Transportation. Emily Lawton, Federal Highway Division Administrator for SC followed her with an update on the FAST Act. The morning session concluded with a legislative update from Sunnie and John DeWorken of Sunnie and DeWorken.

Following the morning session, attendees separated into three tracks for an afternoon of breakout sessions. The tracks were Innovation and Quality Construction, Pavement Design, and Materials Control. Topics ranged from rubblization to nighttime paving best practices. 

During lunch, SCAPA conducted its awards presentation. Clarke DeHart was the recipient of the President’s Award at this year’s conference. Mr. DeHart was recognized for going above and beyond the call of duty for the association through his leadership on the SCAPA/SCDOT Quality Improvement Committee. 

Additionally, the 2015 SCAPA Quality Pavement Awards were presented as follows:

The afternoon breakout sessions covered a variety of topics to include Optimizing Mix Design, NCAT Test Track update and Full Depth Patching Best Practices.
