COVID-19 claims represented only about 2% of all workers’ comp claims paid out by one insurance company by the end of the year. Most employers around the country (93%) who participated in a March 2020 survey by the law firm Litler Mendelsohn Ltd., said that they are concerned about ensuring that workplace conditions and policies comply with applicable safety and health regulations. “The vast majority are taking practical steps to keep their employees safe, including communicating on hygiene practices and prevention measures (98%) and deep cleaning workplaces (62%),” according to the report. Even as the Trump administration was just starting to recommend stricter social distancing measures and states were beginning to institute stay-at-home orders, respondents were already restricting travel (83%), canceling meetings (78%), imposing quarantines for potentially affected employees (62%) and encouraging remote work (59%) — and many others were at least considering taking these actions.

Business News
The Centers for Disease Control and Prevention just issued new guidance advising that fully vaccinated people can go about their normal business without a mask or social distancing. The guidance applies to indoor and outdoor activities regardless of event size. But officials, for now, are leaving the mask mandate in place for travel in airplanes, buses, trains, and other forms of public transportation. The question here in California is how the Cal/OSHA Standards Board will react while they are in the process of modifying the Emergency Standard on COVID, not to mention Governor Gavin Newsom and the teachers’ unions. The Feds – using science - say open it up. Will they?
Colonial Pipeline is a major mode of shipping for transportation fuels and other refined petroleum products that spans from the U.S. Gulf Coast to the East Coast. On Friday, May 7, the pipeline halted operations to contain the effects of a cyberattack. As of Wednesday, May 12, the pipeline had not resumed operations of its main lines, although some smaller lines are still operational. The company announced that it hopes to restore service by the end of the week.
Business community: We need your help to stop another new paid leave mandate. AB 995 (Gonzalez) would nearly double the amount of paid sick leave businesses are required to pay employees annually from a minimum of three days to a minimum of five days. While those businesses that can afford to pay more sick leave are doing so, many small businesses cannot absorb this cost in light of the financial devastation caused by COVID-19. With businesses struggling to re-open their doors and hire back employees, now is not the time for yet another expansion of paid leave. We are asking you to reach out to your Legislators to let them know that you OPPOSE AB 995 (Gonzalez). Thank you in advance.
Here are highlights from the recently released trade data from the US Census Bureau and US Bureau of Economic Analysis. Although conditions are now easing, the West Coast ports continued to be swamped in March by the surge in imports as companies sought to rebuild inventories and as consumer demand for a broader range of products resumes. Pacific Merchant Shipping Association reports the number of containers handled by Port of Los Angeles was up 122.5% from the same month a year ago, and up 74.0% at Port of Long Beach and 30.5% at Port of Oakland. From the Census data, the value of containerized imports handled by Los Angeles ($21.3 billion) was 74% above number two Newark, NJ ($12.2 billion). Exports were a different matter. Los Angeles ($2.23 billion) ranked number four in the value of containerized exports, behind Houston ($2.72 billion), New York ($2.67 billion), and Norfolk-Newport News ($2.52 billion). Number six Long Beach ($2.16 billion) came in just behind Savannah, GA ($2.18 billion).
As part of the governor’s $267.8 billion record-breaking state budget the governor announced on March 14 that he is proposing just $1.1 billion to address the state’s $24 billion Unemployment Insurance (UI) Fund debt. “We recognize and appreciate the governor’s investments in supporting economic recovery for California businesses. However, nothing shows the stark inequity of the pandemic economy more than the state’s $75.7 billion surplus and its concurrent $24 billion UI Fund deficit. The UI Fund deficit is the biggest threat to all businesses in California and their ability to bring back workers to their jobs. That is why earlier this week we called on the governor to dedicate a substantial amount of federal dollars to addressing the massive debt currently threatening the future of the fund,” said Rob Lapsley, president of the California Business Roundtable.
