When challenged with an upgrade of their analog radio system, a police department on the East Coast decided an upgrade to IP would provide a more feature-rich and easily supported network but couldn't overcome the challenges associated with a full upgrade. The proposed solution would need to extend the life of existing voters and radios, as well as retain some of the leased T1 backhaul, resulting in a mixed IP/TDM network solution.
