Fifteen emergency communications leaders from across the country recently earned the Certified Public-Safety Executive (CPE) designation after completing the culminating course, a two-week capstone seminar at APCO headquarters in Daytona Beach, Florida. The CPE Program is the only executive leadership program focused specifically on the public safety communications profession. It consists of two 12-week online courses in addition to the 10-day capstone seminar. A graduation luncheon and ceremony were held to recognize each of the graduates.

Fairfax County’s (Virginia) Department of Public Safety Communications recently added six new call takers, and nine more recruits are undergoing 10 weeks of classroom training at the Public Safety Communications Training Academy.

Public safety telecommunicator Brenda Dill fielded a call in which a woman was experiencing contractions two minutes apart and helped the mother deliver her baby before EMTs arrived.
 

Three Dutch security analysts discovered five vulnerabilities in a police radio standard called Terrestrial Trunked Radio (TETRA) developed by the European Telecommunications Standard Institute (ETSI). This standard has been used since the 1990s and is used globally by law enforcement, militaries, critical infrastructures and industrial control systems (ICS). 

These newly discovered TETRA vulnerabilities allow for real-time decryption, harvest-now-decrypt-later attacks, message injection, user deanonymization or session key pinning. Some vendors have deployed software patches to protect against these vulnerabilities. It is unknown how many vendors are using the TETRA standard for U.S. emergency communications. ECCs are encouraged to contact their vendors to determine impacts and if mitigations are in place.

Demos of APCO IntelliComm, a criteria-based guidecard technology for fire, law enforcement and emergency medical dispatch operations, are planned at APCO 2023 in Nashville. Group demos are scheduled for August 7-8; individual demo slots are available to schedule on Wednesday, August 9.
