On September 2, APCO issued a technical bulletin for public safety operators of 6 GHz microwave systems, suggesting that agencies conduct baseline measurements in anticipation of interference from new unlicensed devices. The technical bulletin advises public safety agencies of the importance of documenting current performance measurements to compare to future performance in the event of suspected interference. Unfortunately, the FCC did not anticipate the need for baseline assessments and related costs and service impacts. While APCO will continue its advocacy on this problem with the FCC, we felt it necessary to alert public safety agencies of the need to conduct baseline measurements as soon as possible, as unlicensed devices are already publicly available and could be impacting 6 GHz systems.

On September 1 APCO filed a letter with the FCC highlighting risks for public safety communications in the 6 GHz band that continue despite a recent industry report submitted to the FCC regarding best practices to address such risks. As background, in 2020 the FCC adopted rules allowing unlicensed devices like Wi-Fi routers to operate in the 6 GHz band, on the same channels used by public safety agencies. Despite concerns raised by APCO and others, the FCC did not adopt procedures for detecting, identifying or eliminating interference from these devices. Instead, the FCC deferred those issues to a voluntary 6 GHz Multi-Stakeholder Group (MSG). As APCO’s letter explains, despite good faith efforts by APCO and others, the MSG failed to perform its fundamental task of providing meaningful recommendations. APCO is seeking comments on two new candidate American National Standards:

Both standards are open for comment and review until October 17.

 

APCO has received a grant award of $60,000 from Motorola Solutions Foundation, the charitable arm of Motorola Solutions. The grant is administered through APCO’s Commercial Advisory Council Scholarship Program, which makes scholarship funds available to public safety communications professionals to participate in APCO Institute training.
